The timeline for publishing the Island Connectivity Plan remains the beginning of 2023 when the current Ferries Plan (2013-2022) ends.

To ask the Scottish Government what action it is taking to support Caledonian Sleeper staff who are planning industrial action for 11 days over a pay dispute.
Answer
The Scottish Government has provided exceptional additional funding in excess of £35 million to maintain full employment on full pay for Caledonian Sleeper Staff, throughout the pandemic period, despite the significant reduction in passenger numbers. In total, the Scottish Government has spent around £1bn thus far to maintain essential services and full railway staff employment since the start of Covid lockdown.
Given this exceptional financial support, there is no additional funding available to support an increase in costs. However, Serco Caledonian Sleepers Limited is authorised to increase pay where this can be fully funded by agreed efficiencies negotiated though the established collective bargaining process with staff representatives.
I understand that discussions on possible efficiencies have been offered and I encourage staff representatives to negotiate to secure a reasonable agreement that will avoid their proposed disruption to passengers and significant and unnecessary loss of pay for railway staff.

To ask the Scottish Government when it last met representatives from the Loch Lomond and Trossachs National Park and what was discussed.

Ben Macpherson MSP, as Minister for Rural Affairs and Natural Environment, met with the Loch Lomond and Trossachs National Park Authority (LLTTNPA) via Microsoft Teams on 17 February 2021. This was a meeting with the Convener (James Stuart) and Chief Executive Officer (Gordon Watson) of the LLTTNPA. The agenda covered; LLTTNPA’s background to strategic priorities, green recovery and the park authority’s future plans.

To ask the Scottish Government whether Abellio ScotRail requires ministerial permission to agree a rest-day working enhancement for ticket examiner and conductor grades.
Answer
The Scottish Government has already spent around £1bn to support Scottish rail services – including an increase of more than £400m over normal rail support payments for ScotRail. As well as maintaining essential railway services this funding has secured full railway staff employment throughout the pandemic period.
Abellio ScotRail is authorised to negotiate increases in pay from within the available railway Emergency Measures Agreement funding where the cost of these increases can be fully covered by mutually agreed efficiencies negotiated through the existing collective bargaining arrangements.

To ask the Scottish Government what plans it has to meet the RMT to discuss the industrial dispute regarding Abellio ScotRail's (a) reported refusal to negotiate a rest-day working enhancement for ticket examiner and conductor grades and (b) reported breach of the Dignity and Respect policy at the company's Perth Depot, and whether it will encourage Abellio Scotland to engage in talks with the union to help resolve this.
Answer
(a) Scottish Government normally meets railway trade union representatives as part of the routine STUC meeting cycles to discuss any issues at hand. However due to Covid these meetings have not taken place in the normal manner. Arrangements for a meeting with railway trade union representatives are now being made.
(b) Individual matters in relation of the Dignity and Respect policy are for Abellio ScotRail and the employee(s) concerned.

To ask the Scottish Government whether it will make a statement on the causes of the MV Loch Seaforth's withdrawal from service, and whether it is satisfied that all of the measures recommended by the vessel's builders were undertaken during its annual maintenance.
Answer
The breakdown on the MV Loch Seaforth caused unacceptable disruption for our island communities. It is imperative the causes of that breakdown are understood and lessons properly learned so that we avoid this situation arising again in future. The cause of the breakdown remains subject to ongoing investigation. It would be inappropriate to comment further until that investigation is complete .

To ask the Scottish Government whether it will make a statement on its plans to (a) charter or (b) purchase one or more vessels to support the existing Caledonian MacBrayne fleet.

In relation to short term issues, we are actively exploring opportunities for chartering additional tonnage, including consideration of the suitability of the MV Pentalina and looking at other credible, affordable and viable options to improve resilience.

To ask the Scottish Government, further to the answer to question S5W-36144 by Michael Matheson on 23 March 2021, by what date the (a) Abellio ScotRail and (b) Serco Caledonian Sleeper Emergency Measures Agreement performance and management fees will be published on the Transport Scotland website.
Answer
It was Transport Scotland’s intention to publish the Emergency Measures Agreements 1 (March – September 2020) performance and management fee values for (a) Abellio ScotRail and (b) Serco Caledonian Sleepers Ltd in April 2021.
However, due to the pre-election period this was not possible and Transport Scotland now intend to publish this information in due course upon completion of an appropriate diligence process to establish the correct contractual amounts.

To ask the Scottish Government when Transport Scotland first considered chartering the MV Pentalina for service on routes set out in the Clyde and Hebrides ferry services contract.
Answer
The chartering of the MV Pentalina was considered in late 2019 when it became surplus to Pentland Ferries requirements with the introduction of their new vessel. At that point however the proposed charter terms would not allow the vessel to be meaningfully deployed to support the network .

To ask the Scottish Government what action it is taking to ensure that people in every community can access NHS dentistry.
Answer
We have a record number of people registered with a NHS dentist, more than 95% of the population of Scotland.
We intend to build on this success story which is why as part of this Government’s Manifesto Commitment, all NHS dental charges will be removed in the lifetime of this Parliament.
