This data is not centrally available; aggregated data for Child and Adolescent Mental Health Service (CAMHS) Waiting Times is sent to Public Health Scotland (PHS) from each NHS Board. It does not contain explicit information on the type of assessment or treatment children and young people are waiting for. It reports on the number of referrals for young people to CAMHS; numbers waiting to start treatment and total waiting; not accepted for treatment from referral and Did Not Attend status numbers for 1st contact appointments; and the time between referral and first treatment.

The CAMHS statistics capture children and young people who meet the CAMHS criteria. Children and young people who are waiting for a neurodevelopmental assessment but do not meet the CAMHS criteria are not reported in these statistics.

PHS are developing a patient-level dataset to provide detail for these aggregate CAMHS statistics. This Child, Adolescent and Psychological Therapies National Dataset (CAPTND) will contain reason for referral to CAMHS

The Scottish Government is committed to working with Boards to implement both the National Neurodevelopmental Specification: Principles and Standards of Care for Children and Young People and the Child and Adolescent Mental Health Services (CAMHS) Service Specification. The National Neurodevelopmental Specification was published in September 2021 and the CAMHS Service Specification was published in February 2020. These set out service standards that all children’s services should follow, to ensure access to support is effective and consistent across Scotland.

Data from the Business Ventilation Fund has not yet been published. In line with all previous funds, the Scottish Government will publish data on the Business Ventilation Fund. This is planned for May.

Under the Business Ventilation Fund, the limit of any reimbursement claim was £2500 for each eligible premise. Where a business operates multiple premises, it was able to apply for a grant for each eligible premise. An upper limit of £50,000 in total was applied to any eligible business operating multiple premises.

Under the Equality Act 2010, individual public authorities are responsible for ensuring that they make reasonable adjustments to meet the needs of people with protected characteristics. Responsibility for complying with the requirements of the Equality Act 2010 rests with individual authorities/organisations.

Scottish Government’s delivery partner, Inclusion Scotland, published a report in May 2021 after the Parliamentary elections. The report includes an evaluation that Inclusion Scotland held with award holders. Most award recipients said their overall experience of the Access to Elected Office Fund was very good or excellent. Most participants said the fund removed some impairment-related barriers to campaigning and importantly, most recipients said that the funding did help them to campaign and/or pursue party selection on a more level playing field with non-disabled candidates.

Immediately after the Scottish Parliamentary elections were concluded, the Access to Elected Office Fund needed to promote the upcoming local elections for May 2022 in order to ensure sufficient lead time for any applicants, whilst incorporating learning from the impact of COVID-19.

Inclusion Scotland has worked with the Equal Representation Coalition and the Scottish Government to develop an equalities monitoring form with the aim of collecting data on the protected characteristics of candidates for the May 2022 Local Authority elections.

Further improvements include the updating of processes and procedures. For example, for those receiving a Personal Assistant (PA) support award, the option was added to allow them to use a self-employed PA with the aim of tackling the barriers to recruitment.

The integration of care across emergency and community mental health services is vital to ensure that anyone in crisis receives continuous, compassionate care.

At the end of last year, the Government appointed the former chief executive of Penumbra, Nigel Henderson, as National Lead for suicidal crisis responses, with responsibility for driving forward the National Suicide Prevention Leadership Group (NSPLG)’s recommendations on suicidal crisis responses. The NSPLG’s recommendations did not prescribe a fixed model for crisis support, but highlighted the need for people in crisis to receive Time, Space and Compassion wherever they present – be that in statutory services, front line services, and across our communities.

In taking forward this work, the National Lead has established an action group, which includes a range of statutory and third sector partners, including Penumbra; he is also engaging with statutory partners and communities. This engagement is focussed on identifying models of good practice (including pathways between services), that reflect the diversity of people and places in Scotland, This learning will inform a Scotland wide programme to further embed compassionate crisis responses right across our communities.

The Edinburgh crisis centre is an example of an established crisis support service. There are other community based services, such as the recently established Neuk in Perth. A Ministerial visit has not taken place to either service, however good engagement is happening at official level to ensure learning is shared.

Finally, the Government’s national Distress Brief Intervention programme is a world-leading example where compassionate support is provided for people in distress within their communities; with direct referrals from emergency services, where appropriate. The Government’s investment in alternatives to emergency care will also ensure that every GP practice has access to a mental health and wellbeing service by 2026, with 1,000 additional roles.

The Scottish Government fund a core module in the long running Scottish Social Attitudes Survey, which includes questions on public attitudes to the health service. Fieldwork for the most recent survey was carried out from 21 October 2021 to end March 2022 and the final report will be published in late 2022. Due to COVID restrictions, the survey was not run in 2020. Changes in methodology necessitated by the COVID restrictions unfortunately mean that the 2021 data may not be directly comparable with previous years. The exact timing, methodology and content of the next iteration is currently being discussed.

The Scottish Household Survey (SHS) which runs annually asks participants how satisfied or dissatisfied they are with local health services, which contribute to understanding public attitudes to the NHS and social care specifically. Results from the most recent SHS were published in January 2022. As with the SSAS, due to the change to a telephone survey for 2021, the latest data may not be comparable with previous years:

SHS data collection is ongoing, with 2022 data currently being collected. 2021 data is being processed and is due to be published later in the year.
