A review of the energy standards of the Scottish building regulations is currently under way. This is considering options to further improve the energy performance of both new residential developments and all other new buildings. It also considers the energy performance requirements where relevant new construction work is carried out to existing buildings.

The new energy performance requirements are programmed to take effect in 2022.

The legislative requirements for an Experimental Traffic Regulation Order (ETRO) are set out on the Road Traffic regulation Act 1984 and the relevant procedures as contained in the Local Authorities' Traffic Orders (Procedure) (Scotland) Regulations 1999 (for local roads) or the Secretary of State’s Traffic Orders (Procedure) (Scotland) Regulations 1987 (for trunk roads).

If a Roads Authority wish to make an ETRO a permanent Traffic Regulation Order (TRO), the procedures set out in the relevant regulations shown above must be followed.

Transport Scotland has had no engagement with Glasgow City Council on the proposed final phase of the East End regeneration route.

The seafarers on both MV Helliar and MV Hildasay have worked their usual 6 week on/6 week off rotation since March 2020.

The crew changeover procedures on the MV Arrow whilst on time charter to CalMac Ferries Ltd from the Isle of Man Steam Packet Company will be arranged by Seatruck Ferries Ltd, the owners of the vessel.

Ferrymuir Gait is a ‘private’ road, as defined by the Roads (Scotland ) Act 1984 and serves land owned by Scottish Ministers and infrastructure required for the safe operation and maintenance of the Forth Bridges. Ferrymuir Gait housing development shall not be accessed from this road and shall instead takes access from the local road network, which is the responsibility of the City of Edinburgh Council.

Consequently, and as this is a planning issue, it would be for the City of Edinburgh Council as local Planning authority to consider the access arrangements to the Ferrymuir Gait housing development and resultant impact of road traffic on the environment and the health / quality of life of residents.

The deployment of crew on the MV Arrow during the time charter between CalMac Ferries Ltd and the Isle of Man Steam Packet Company, is the responsibility of the vessel owner Seatruck Ferries Ltd.

The Covid-19 test kits are home PCR kits provided by NHS Test & Trace. The cost of the kits is set by the UK Government and the process managed through its contract with the travel management company CTM.

Currently, the Scottish Government does not allow use of private test providers for international travellers arriving into Scotland from green and amber list countries.

We are having on-going discussions with the UK government on using private test providers and exploring ways to allow private testing for travellers coming to Scotland provided we are confident in the flow of data into contact tracing services and that all positive test results are analysed to identify any variants of concern.

The Scottish Housing Regulator collects comprehensive data on sheltered housing provided by Local Authorities and other Social Housing Landlords. The latest published data, as at 31 March 2019, broken down by local authority, is available at:

This data has been published by Scottish Government from 2001 to 2013 (details below) and data for other years may be available from the Scottish Housing Regulator.

The latest available figures show that as at March 2019, there were 27,691 sheltered self-contained units (15,237 provided by Local Authorities and 12,454 provided by Housing Associations), 3,051 very sheltered self-contained units (769 provided by Local Authorities and 2,282 provided by Housing Associations) and 15,812 medium dependency self-contained units (6,673 provided by Local Authorities and 12,139 provided by Housing Associations).

The Scottish Government also collects information on the number of sheltered homes provided by local authorities. This data is available from 2001 to 2019, but excludes all local authorities which have transferred their stock to Housing Associations.

Details of the £10 million grant fund scheme - announced by the Deputy First Minister on 22 June to help tenants who have been financially impacted by the pandemic and are facing homelessness - are being developed at pace and we will provide further information in due course.
