Scotland’s Land Rights and Responsibilities Statement (LRRS) introduced in 2017 is a ground-breaking example of Scotland’s ambitious land reform journey. We are currently reviewing the LRRS, have recently published an analysis report of the consultation responses and will report our response (with any revisions following the consultation process) to Parliament in September. We are also committed to bringing forward a new Land Reform Bill in this parliamentary session and will undertake a wide-ranging consultation later this year on proposals for the Bill.

Scottish Government officials last met with COSLA on 26 May 2022 to discuss progressing the introduction of a national recommended allowance for foster and kinship carers. They are next due to meet at the end of June.

For ease of reference, the most recent estimate for whole time equivalent of GPs can be found in the General Practice Workforce Survey 2019 which estimated that there were 3,613 GP whole time equivalents (WTE) in Scotland in 2019. The GP (excluding Specialist Trainees) WTE increased from an estimated 3,520 in 2017 to an estimated 3,613 in 2019, based on 8 sessions per week being one WTE. These are the most recent available published data for GP whole time equivalent due to impacts of the pandemic on surveys.

In our helpful discussion at the Health, Social Care and Sport Committee on 29 March 2022, I undertook to look further at options for attaining and publishing whole-time equivalent data. I can confirm that I have now commissioned NHS National Services Scotland (NSS) to run this important survey afresh, and the General Practice Workforce Survey 2022 issued to practices in week commencing 30 May 2022. Further, I can confirm the Scottish Government is making arrangements for this survey to take place on an annual basis in future.

I agree that updated data are essential in understanding capacity in general practice, and I expect a full report on t T his year’s data to be published in the Autumn. I will be pleased to write to the Committee Convenor with that report when it is available.

The Scottish Perinatal Network has been tasked with examining the adoption of PlGF testing in light of the draft NICE guidance published for consultation in March this year. Project information and associated documents are publicly available on the NICE website ( Project documents | PLGF-based testing to help diagnose suspected preterm pre-eclampsia (update of DG23) | Guidance | NICE ) and we expect the finalised guidance to be published on 27 July 2022.

As part of its initial work, the Network is engaging with the clinical and scientific community to understand how the additional two tests included in the draft guidance work in practice. This work is underway and I have asked my officials to continue working with the Network to explore how we can best implement PlGF testing in Scotland.

The Scottish Government has today published its response to the Zero Emissions Social Housing Taskforce (ZEST) report which can be accessed at http://www.gov.scot/ISBN/9781804355176 .

The Scottish Government is grateful to ZEST for its work and welcomes the recommendations which will help shape Scotland’s just transition to net zero.

As was highlighted in the ZEST report, the second Energy Efficiency Standard for Social Housing (EESSH2) is not fully aligned with net zero and Housing Associations’ and Local Authorities’ need for long-term certainty to plan investment appropriately.

The Scottish Government today confirms that the review of EESSH2 will be brought forward to commence this year for completion in 2023.

While the review is underway the current EESSH2 2025 and 2032 milestones will be put on hold temporarily to ensure that any investment is targeted toward long-term solutions that deliver net zero and support the eradication of fuel poverty. Whilst the review is underway, social landlords should continue to invest in energy efficiency measures to help reduce running costs, and in zero emissions heating systems where appropriate.

The Scottish Government’s Social Housing Net Zero Heat Fund supports projects to deploy zero emissions heat, improve energy efficiency and reduce fuel poverty. The fund will make £200 million available over the course of this parliament - investing in a sector already leading the way in the heat transition.

The Scottish Government is committed to, and looks forward to, working jointly with the social housing sector on both the EESSH2 review and as we take forward next steps from the ZEST report.

The Scottish Government wants to ensure the quality, fairness and consistency of social care support provision regardless of where people live in Scotland.

Eligibility criteria can be a barrier to accessing social care support. We want the focus to be on people getting the support they need when they need it, not on eligibility. The Scottish Government is committed to overhauling the current mechanism of eligibility criteria. We set out proposals for doing this in the National Care Service consultation and will be working with partners and stakeholders to co-design the development of alternative approaches.

Information about the levels of debt on school meals across Scotland is not held centrally by the Scottish Government. The handling of school meal debts is a matter for local authorities, taking into account the local needs and circumstances of all families within their respective local areas.

The Scottish Government recognises the work which has been undertaken by Aberlour on this issue and the First Minister has committed that officials will work with COSLA to understand this issue more fully.

As a result of the pandemic, local PPE Hubs were set up all over Scotland to provide free PPE to people providing social care support who need it, including unpaid carers. The Scottish Government continues to offer free PPE for unpaid carers and provision has been extended to September 2022. Unpaid or family carers who think they require PPE due to their caring role should contact their local carer’s centre and they will advise on how to access supplies locally. If their local carers’ centre is unavailable, they can call the Social Care PPE Support Centre on 0300 303 3020.

Where we have recommended symptomatic or regular asymptomatic testing to unpaid carers (and the population) this has always been provided free of charge. Our testing programme continues to be based on clinical advice and is kept under review.

We are committed to ensuring that people living in adult care homes can spend time with the people who are important to them. Open with Care guidance, which was updated on 1 June, emphasises the importance of maximising opportunities to spend time with others. Where a care home has an outbreak, residents should be supported to see one of their named visitors.

Using legal powers under the Public Services Reform (Scotland) Act, two new statutory care standards were introduced on 31 March to ensure people living in care homes remain connected to their loved ones in order to support their health and wellbeing. The Scottish Government will further strengthen rights by including Anne’s Law as part of the forthcoming National Care Service Bill which will be introduced to Parliament shortly.

Following the pause on all adult screening programmes in March 2020, due to COVID-19, the Scottish bowel screening programme resumed issuing home testing kits from 12 October 2020. All those who were due to be sent a bowel screening kit during the pause were sent one after the programme restarted.

Bowel screening continues to operate in line with pre-COVID performance; the same number of invitations are being issued. However, because of COVID-19, individuals have been receiving their bowel screening kits 6 months later than in previous screening rounds. This is likely to continue until the end of the year, at which point all screening kits will go back to being issued 2 yearly as in the pre-Covid period. It should be stressed that invitations for first screenings (which are issued to participants as they turn 50 and become eligible for the programme) have continued to be sent out on time since the programme restarted and have not been affected by the pause.

As test kits are posted nationally, there is no variation on delays across the programme, and therefore it is not possible to provide figures broken down by Health Board.

We continue to emphasise the importance of being aware of the signs and symptoms of cancer, and to report any concerns to a GP as soon as possible so that these can be investigated.
