Data on school support staff are collected as part of the annual school staff census.

The processing and quality assurance of the statistics on school support staff from 2017 onwards has been brought into line with procedures for National Statistics on pupils and teachers. This means that statistics from 2017 onwards are not directly comparable with the data on support staff from previous years.

(a) A breakdown of buildings in the high rise inventory by decade of construction:

The spend on agency nursing and midwifery staff is published on an annual basis. The cost for agency nurse for the year ending 31 March 2022 is £88.9 million. Spend on agency nursing and midwifery staff is less than 2% of the total staff spend. The cost for this current financial year to date and the estimated cost for the whole of current financial year is not centrally available.

The First Minister will chair the Investor Panel and has appointed Angus Macpherson, CEO, Noble & Co as co-Chair. Ministers and officials have been working closely with Mr Macpherson to identify suitable Panel members with the knowledge, experience and expertise in global capital investment markets and green finance to drive this work forward. The first meeting of the Panel will take place on‎ 12 December.

The Panel’s primary focus will be on attracting capital investment to the physical infrastructure required for a just transition and to provide advice on how we can create the right conditions to attract private investment to support policy objectives.

The next non-domestic property revaluation will take effect on‎ 1 April 2023. The draft valuation roll was published on 30 November and draft valuation notices will be issued by Assessors from then. Final valuation notices in respect of 1 April 2023 will be issued from that date.

We accepted the independent Barclay Review of Non-Domestic Rates recommendation to move to three yearly revaluations and a one-year tone date to ensure that property values more closely align with current market conditions. The 2023 revaluation will therefore be based on rental values as at 1 April 2022.

The functions of Valuation Appeal Committees are scheduled to transfer to the Scottish Tribunals on 1 April 2023 in the new Local Taxation Chamber. The Non-Domestic Rates (Scotland) Act 2020 provides the framework for a two-stage non-domestic rating appeals system which is also scheduled for introduction on 1 April 2023. Subordinate legislation covering the detail of the changes to appeals process is due to be laid before the Parliament in December.

These changes will deliver greater transparency and fairness in the non-domestic rates system.

The consultation has been published today and is be available on the Scottish Government’s Consultation Hub, Citizen Space ( https://consult.gov.scot/college-policy/trade-union-nominees/ ). It builds on the work of The Good College Governance Task Group, which made a set of recommendations to improve college governance in Scotland. One of these recommendations was to add trade union nominees to the boards of college institutions and the consultation will seek views of a set of proposals to implement this. This work marks the beginning of a wider programme of improvements in governance across the tertiary education and skills sector. The closing date is‎ 27 January 2023.

The Scottish Government received a copy of the letter on the evening of 22 November 2022.

Under the Deposit and Return Scheme for Scotland Regulations 2020, consumers are only entitled to have their deposit redeemed if they present a container that is identifiable as a scheme article, intact, empty, and not soiled.

Retailers and other return-point operators are required to retain scheme articles they have been accepted for collection by the scheme administrator, Circularity Scotland Ltd (CSL) or their agent. Once collected the containers are the responsibility of CSL.

With regard to the safe collection and disposal of dead wild birds suspected of having been infected with this strain of highly pathogenic avian influenza (HPAI), current government disease control guidance is for carcases to be left in situ.

At present there is no scientific evidence that the removal of carcases significantly reduces the risk of onward spread of the current strain of HPAI H5N1 amongst wild birds and a recent veterinary risk assessment carried out by the Centre of Expertise on Animal Disease Outbreaks (EPIC), commissioned by the Scottish Government has supported this position.

Without such evidence, there is no animal disease control reason for the collection and disposal of wild bird carcases and, as such, no additional funds have been, or are planned to be, allocated.

It is recognised by Scottish Government that local authorities may choose, at their own discretion, to collect and dispose of dead wild birds from areas with a high public footfall, and for this reason Scottish Government has provided all local authorities in Scotland with guidance for the safe collection and disposal of dead birds. NatureScot’s guidance reflects this position.

Scottish Government, in partnership with NatureScot and the HPAI task force are currently developing a Scottish Wild Birds Highly Pathogenic Avian Influenza Contingency Plan for wild birds, which will set out how the Scottish Government and partners will respond to future outbreaks. This plan will include a guidance on the removal of carcases, drawing on the findings of the EPIC risk assessment .
