Local authorities are responsible under the Roads (Scotland) Act 1984 for the management and maintenance of local roads within their areas. Where necessary, this includes restricting local roads for events such as Play Streets. In certain circumstances Scottish Ministers consent is required to make a temporary traffic regulation order that closes or restricts a road for a special event.

A number of Play Street events are already undertaken in Scotland with great success utilising the powers that local authorities already have. Glasgow City Council’s Street Play initiative for example allows communities to close local streets free of charge. Given that local authorities are best placed to know their streets, the Scottish Government has no current plans to issue further guidance on this matter.

Any decisions on device procurement are taken by individual local authorities, to ensure they can be used in line with local digital learning strategies.

To support local authorities, Scottish Procurement provide a range of national procurement frameworks which offer a direct route to market for the purchase of digital devices and other digital products.

The Emerging Energy Technologies Fund (EETF) is a £180m package of funding up to 2025/26 that will provide capital support to accelerate low-carbon infrastructure projects and unlock private sector co-investment that will be essential to deliver net zero.

Through the EETF, we have committed up to £100 million to renewable hydrogen funding this Parliamentary term. I refer the member to the answer to question S6W-21610 on 29 September 2023.

The remaining up to £80m has been made available for Carbon Capture Utilisation and Support (CCUS). Due to the unfortunate delays from the UK Government in confirming Acorn and the associated emitter projects, it has not yet been possible to deploy support from the EETF for CCUS. We are committed to supporting and accelerating the deployment of the Acorn project and the Scottish Cluster but until the UK Government award Acorn and the emitter projects, it is not possible to move forward with investment decisions.

Since the start of the pandemic we have worked collaboratively with Public Health Scotland and National Services Scotland to continuously update and improve our NHS Inform information , the online booking portal and access to the National Vaccination Helpline.

For the helpline we continuously monitor call wait times and when they rise above expected service level agreement wait times, we increase the numbers of call handlers to bring these down (to note this cannot be done immediately, as we need to bring in more staff which can take over 24 hours). The helpline also work closely with the scheduling team so that when a large number of invites go out to groups that typically use the helpline as opposed to the online portal, such as those of older age, we pre-emptively step up the number of call handlers to meet expected demand. We have automated messages explaining the current queue length and time, so that people can choose to call back at a quieter time. For those who cannot speak for long amounts of time, we have a mechanism whereby a nominated individual can speak on another person’s behalf.

We have continued to make the online portal as user friendly as possible. The latest development in 2023 was to make it easier for users to see the next available appointment is at their clinic of choice. We also include a person’s username in their appointment letter and this contains a QR code that will take them straight to the Winter vaccines | NHS inform landing page. NHS Inform contains helpful step-by-step videos on how to use the portal to book or change an appointment and we constantly monitor feedback from the public in regards to the portal to inform future changes and developments.

As Oxfam’s report recognises, the regulation of fossil fuel industries and the majority of tax powers remain reserved to Westminster. We will keep pressing the UK Government to take the urgent action needed – especially after their recent backsliding on net-zero ambitions.

Here in Scotland we are committed to using what powers we have to meet our world-leading climate targets. We will continue with our progressive approach to tax and working to ensure we achieve a just transition – all of which will help achieve our climate goals, safeguard jobs and protect those on the lowest incomes.

Ahead of the proposed legislation, the Scottish Government has increased the voluntary sector Short Breaks Fund by £5m to £8m in 2022-23, to expand easy-access short breaks support, and has maintained the fund at £8m for 2023-24. This is in addition to £88.4m per year Carers Act funding in the local government block grant.

Local authorities have responsibilities to promote a variety of short break provision in their areas. We are funding work to assist them and share good practice and have commissioned a study to improve our understanding of the issues facing the short breaks sector. The National Care Service will set out national standards with the aim of greater consistency of provision across Scotland.

The Financial Memorandum to the National Care Service Bill sets out estimates of the additional costs the Scottish Government expects for additional support to meet the right to breaks from caring, building up over a 10 year period. We expect demand to grow steadily over this period with additional short break provision growing alongside.

The 2023-24 Programme for Government reiterates our commitment to establish the right to breaks from caring and continue the Short Breaks Fund.

The Scottish Government recognises that it is essential that pre-eclampsia is diagnosed and treated as soon as possible. This is why the Scottish Government contributes funding towards the commissioning of the Maternal Newborn and Infant Clinical Outcome Review Programme run by Mothers and Babies, Reducing Risk through Audits and Confidential Enquiries across the UK (MBRRACE-UK). All maternity units in Scotland contribute data to this and reports focus on pre-eclampsia every 3 years, highlighting recommendations for healthcare professionals, Health Boards and Trusts, policy officials and other organisations to tackle this condition.

The Scottish Government expects all NHS Boards in Scotland to take note of the Scottish Health Technologies Group (SHTG) recommendations, published on 23 March 2023, and take steps to ensure that any woman who requires access to placental growth factor (PlGF) based tests as part of her maternity care can do so.

I met members of the Scottish Perinatal Network at the National Best Start Learning Event on 28 June, however have not had a formal meeting with the Scottish Perinatal Network since taking up office. My Officials regularly meet with the Network and sit on the Network Oversight Board, and Maternity and Neonatal Steering Groups.

There is a currently a mixed delivery of breakfast provision across Scotland with a range of service providers including public, private and third sector. We have begun work with local authorities and key stakeholders to better understand and map that provision. This mapping work will inform the development of a delivery strategy for breakfast provision designed around the needs of children and families.

The Reach programme, one of the Scottish Funding Council (SFC) funded Access to High Demand Programmes (ADHP), was initially founded in 2010 to improve progression to higher education (HE) and targeted specific schools with lower rates of progression to HE.

In 2017 the targeting criteria for ADHP were expanded to ensure that certain disadvantaged pupils in all schools could benefit from the programme, not just pupils in schools with lower progression rates. This decision was informed by the Commission on Widening Access’ final report, A Blueprint for Fairness, and SFC-funded research looking at the attainment and socio-economic profiles of pupils in all schools in Scotland.

Targeting criteria for AHDP is set by SFC and AHDP partners. Since 2017, the eligibility criteria are:

• Live in an SIMD decile 1-4 (SIMD 20/40); or

• Are care experienced; or

• Are estranged from family and living without family support; or

• Have caring responsibilities; or

• Are seeking asylum in the UK; or

• Have refugee status.

Reach partners may also consider extenuating circumstances outwith the above at their discretion.
