The Material Flow Accounts model is being reworked so that its new trade data will be aligned with EU material flow accounting practices. Zero Waste Scotland is also exploring the scope for mapping material flows to economic sectors.

As a result of the UK’s departure from the EU, the Material Flow Account model can no longer source its trade data from Eurostat and the model needs to be significantly reworked as its new trade data will not be in alignment with EU material flow accounting practices. Zero Waste Scotland has therefore decided to make these methodological changes before reporting results to ensure clear communication of Scotland’s current material consumption.

Zero Waste Scotland will confirm a publication date once the review is complete.

The Scottish Government does not currently collect data on national reuse rates in Scotland.

The Scottish Government does not produce projections on the number of businesses in Scotland, overall or for individual sectors.

Scotland has one of the lowest levels of low pay, insecure work and low paid insecure work across all UK regions, however with 17% of workers in Scotland classed as being in insecure work (which is deeply connected to low pay), we are not complacent. Although employment law is reserved to the UK Government, we are committed to mainstreaming Fair Work throughout Scotland. Our Fair Work Action Plan aims to use the levers that we have control over to ensure that all parts of the Scottish Government set out collectively what we can do to discourage the use of precarious contracts. Our Fair Work First criteria have been applied to over £4bn of public sector funding since 2019 – driving fair work practices across the labour market. For public sector grants awarded on or after 1 July 2023 we have introduced a requirement to pay at least the real Living Wage to all employees, and provide appropriate channels for effective voice, within the bounds of what we can do within devolved competence.

On 6 November 2023, the Scottish Government announced its accreditation as a Living Hours employer, the first government in the UK to do so. The Living Hours scheme recognises that in addition to payment of the real Living Wage, number and frequency of work hours are critical to tackling in-work poverty. Criteria to accredit also includes providing a contract reflecting accurate hours worked, a guaranteed minimum of 16 hours a week (unless the worker requests otherwise), and at least 4 weeks’ notice of shifts and guaranteed payment if shifts are cancelled within this period.

The First Minister and I met Senior Management at the Petroineos refinery on 23 November 2023, during which we both expressed the criticality of continuing refining for as long as possible as a means to safeguarding both energy resilience and employment at the site. In return the business agreed on the importance of working collaboratively with the Scottish Government and trade unions throughout the transition period. I also wrote to both of Petroineos’ Joint Venture partners on 23 November 2023 to seek assurances that the business will continue to sustain the site’s role as a source of domestic road and air fuels. I will meet Petroineos again in the coming days to seek further assurances around these points.

In addition to engaging with senior management at the site, I met with representatives from STUC and Unite the Union on 23 November 2023 to receive an update on the reaction of the workforce to the announcement. The Scottish Government is committed to continued dialogue with both the trade unions and the workforce at the refinery throughout this period of transition to ensure that highly-skilled jobs are retained for the duration of the asset’s lifecycle.

Per the latest available Annual Survey of Hours and Earnings real Living Wage data from the Office for National Statistics, Scotland remains the best performing of all four UK countries with the highest proportion of employees (18+) paid the Real Living Wage or more (91.0%). Ahead of Wales 88.2%, England 87.5%, NI 85.4%, and the UK 87.8%. The data is also recorded by Scottish Industry Sector in table 5.4, and Local Authority area in table 5.7. Scottish Government officials raised this question with INEOS on 29 November 2023 and have since received confirmation that the refinery does not currently process significant volumes of FPS derived crude, with the majority of the asset’s feedstock being imported. The business noted that, given the historical throughput of the FPS, there is sufficient capacity to process any additional volumes in the future.

Following the publication of the Scottish Government’s Mental Health and Wellbeing Strategy in summer and Mental Health and Wellbeing Delivery Plan and Mental Health Workforce Plan in autumn we will shortly consult on a draft Student Mental Health Action Plan which flows from these recent publications.

Targeted consultation with Members of the Student Mental Health and Wellbeing Working Group, on the draft Student Mental Health Action Plan will be undertaken in the coming weeks, with the aim of publishing a completed Plan in early 2024.

The consultation paper Land Reform in a Net Zero Nation sought views on several proposals for inclusion in a new Land Reform Bill. It included proposals for a Public Interest Test on certain land transfers, and set out the criteria for the type of landholdings that would be in scope for such a test. The consultation opened on 4 July 2022 and closed on 30 October 2022, asking a total of 51 questions. It also invited respondents to give us views on other ideas and proposals. Our proposals for the Public Interest Test were set out in Parts 4 and 7.

The consultation sought to gather views from a range of stakeholders and from members of the public across Scotland. As part of this we also undertook five in-person engagement events across Scotland with a further event taking place online.

The proposals for the Public Interest Test were developed in the light of a series of reports on the scale and concentration of land ownership in Scotland published by the Scottish Land Commission, which led to their discussion paper, Legislative proposals to address the impact of Scotland’s concentration of land ownership (February 2021).

Since the consultation we have commissioned analysis of the responses to it: these included a range of views and suggestions for the parameters of the Test. We have considered these responses carefully as we develop our proposals. We have also engaged, and will continue to engage, with a range of internal and external stakeholders over the Test, along with the other measures proposed for the Bill.
