To ask the Scottish Government whether it will implement the recommendation by the Auditor General in the report, Early learning and childcare: Progress on delivery of the 1,140 hours expansion, for it to plan how to gather data on demand for both funded early learning and childcare, and childcare paid for directly by parents.

Local authorities have a statutory duty to consult with parents and carers every two years to ensure that their models of funded early learning and childcare (ELC) meet local needs and demands. The Scottish Government has committed to working with its partners to developing an outcomes and measurement framework for funded ELC before 2025. As part of the development of this framework the Scottish Government will work with partners, including local authorities, to consider the feasibility of gathering national-level data on parental demand for funded ELC or paid-for childcare.

To ask the Scottish Government whether all employees of the Scottish Prison Service have been directed to receive training on trauma-informed justice, and what information it holds on how many employees have received this training to date.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

SPS records the number of training interventions delivered rather than the number of staff who have received the training. The diverse range of individuals who have benefited from these interventions include both operational staff and members of the senior leadership team.

SPS Trauma-informed training is linked to a range of learning and development interventions for SPS staff. As of 10 July 2023, SPS has delivered 2608 trauma-informed training interventions to staff.

To ask the Scottish Government whether it will provide an update on what action the (a) Scottish Police Authority and (b) Chief Constable took in light of the recommendation in the Scottish Police Federation’s 2019 Deep Dive Interim Report that "Oban Police Station should be closed forthwith [as] it does not provide a safe working environment".

(a) The Scottish Police Authority (SPA) considered the Scottish Police Federation’s (SPF) Deep Dive report in detail and was satisfied with the remedial actions which were planned and put in place by Police Scotland. The condition of the police estate remains a high priority for the SPA, and it continues to scrutinise Police Scotland’s plans for the delivery of improvements, which support the delivery of the Police Scotland Estate Strategy.

(b) Due to its rural location, and the distance to the nearest police stations, Police Scotland did not close Oban Police Station. Police Scotland did however implement an extensive programme of work to upgrade facilities. As a result of this work Police Scotland is confident that the works identified in the SPF report were completed and the standard across both the police station and the custody suite were significantly improved.

Following the publication of the SPF report, additional inspections have been introduced and further works have been carried out which involve close collaboration with Police Scotland’s Health & Safety Team, SPF and Union representatives. Police Scotland’s Health & Safety Team has confirmed that the improvement works meet health and safety requirements.

Given the age of Oban Police Station, Police Scotland has embarked on a programme of work which seeks to replace Oban Police Station, including a new custody suite.

To ask the Scottish Government how much has been spent on (a) prescribed and (b) non-prescribed contraceptives in each year since 2018-19, broken down by (i) type of contraceptive and (ii) the number of contraceptives distributed.

The Prescribing Information System (PIS) holds information on medicines and devices dispensed in the community, and the Hospital Medicines Utilisation Database (HMUD) holds information on medication provided in secondary care settings. Contraceptives are accessed and supplied by a variety of routes and the extent to which these supplies are captured within PIS and HMUD varies by type of contraception. For example, oral contraceptives are largely prescribed by General Practice and dispensed by Community Pharmacies and so are well recorded within PIS, whereas Long-Acting Reversible Contraceptives (LARC) are more commonly provided through secondary care managed services such as Sexual Health Clinics and so are better represented within HMUD.

Over-the-counter non-prescribed contraception will not be included in either dataset; Public Health Scotland holds no data on this.

Costs are provided in table 1 below. However, a meaningful measure of the number of contraceptives issued across all drug groups is not possible. The length of cover provided by one product unit of contraception can vary from one day (e.g., one tablet) to up to ten years (e.g., one intrauterine device or IUD). Whilst measures of quantity are available within PIS and HMUD, these are for indicative purposes only and cannot be practically used to compare the amounts of different types of contraception distributed.

To ask the Scottish Government what progress it is making towards meeting its reported commitment to enhance the Forestry Grant Scheme to deliver improved support for tree planting around rivers and streams, and when it expects to make any announcement on this matter.

The Scottish Government delivered this commitment on 12 July 2023 when the enhanced Forestry Grant Scheme support for planting trees around rivers and streams was announced and became operational. The ‘Woodlands for Riparian Benefits’ grant is targeted to areas of land around rivers which has the greatest potential to deliver multiple benefits. Approximately 175,000 hectares are now eligible for enhanced grant support for tree planting where there can be benefits for enhancing biodiversity and reducing river temperatures, diffuse pollution, and flood risk.
