Of the 2.5m jobs in Scotland, the research mapped nearly 40% of those as green jobs. Of those green jobs, 13% were classified as ‘new and emerging’ construction sector jobs, 12% were ‘enhanced skills and knowledge’ construction sector jobs, and 25% were ‘increased demand’ construction sector jobs. The research did not seek to define how many of these were as a result of policy initiatives nor does the Scottish Government hold that information.

As noted in my response to S6W-25097 on 16 February 2024, it is a matter for Police Scotland to consider the enforcement of the new safeguards in relation to XL Bully dogs and any operational issues that arise.

Every incident presented to Police Scotland is risk assessed. Incidents relating to dogs, including XL Bully dogs, follow the same process whereby the incident is assessed and then graded accordingly. This determines the response which includes working with partner agencies such as Dog Wardens and local vets where appropriate. In addition to working with partners, there are several tactical options at Police Scotland’s disposal dependent on the risk presented. This can involve the deployment of normal response officers, and/or specialist assets such as Dog Handlers, Operational Support Units, Specially Trained Officers (Taser) and Armed Response.

The Scottish Government is committed to ongoing engagement with Police Scotland, and other relevant stakeholders, in order to consider any issues, concerns, or barriers to effective implementation of the new safeguards in relation to XL Bully dogs.

The Scottish Government chairs a regular implementation forum with Police Scotland, local authorities and COSLA to collectively consider any operational/enforcement issues that arise.

As part of our work to develop a sustainable healthcare workforce, we continue to look for opportunities to increase levels of student attraction to healthcare professions. Careers in NHS Scotland are promoted on the NHS Education Scotland (NES) NHS careers website, designed to promote opportunities to school leavers, those in education and those looking to change careers. This site can be accessed at NHSScotland Careers

Additionally, NES are leading on the AHP Careers National Working Group. The group have developed materials for a national career service including a ‘workshop toolkit’ for careers advisors and teachers.

Following the completion of the Allied Health Professions (AHP) Education and Workforce Policy Review, an advisory group has been established. NES are represented on this group and will work in conjunction with the Scottish Government, and wider stakeholders, to oversee the effective implementation of the recommendations.

The group held its second meeting on 4 March 2024 and will consider the timescales required to meet the overarching aims at its future meetings, scheduled in June and October 2024.

A 14 week consultation on Scotland’s Strategic Framework for Biodiversity closed on 14 December 2023. We received over 600 responses - approximately 30% of these were from organisations and 70% were from individuals. We are very grateful for the time and effort stakeholders have taken to provide responses to what was a very substantial consultation on the key elements of our approach to tackling the nature crisis. We are working through the analysis and will continue to engage with our stakeholders, on the final publication of the strategy and delivery plan. These will be published later this year alongside the consultation analysis report and Scottish Government’s response to it.

Both the Regeneration Capital Grant Fund and the low carbon Vacant and Derelict Land Investment Programme targeted support toward disadvantaged and fragile rural communities. They have been delivered on a competitive basis, open to all local authorities and Clyde Gateway URC and it is for councils and Clyde Gateway to bring forward proposals that responded to the purpose of the funds.

In addition to access to these funds, Fife Council also receive a share of capital funding from the Place Based Investment Programme through the direct allocation to local authorities. Between 2021-22 to 2023-24 Fife Council have been allocated a total of £7.826 million. Fife Council are also one of five eligible councils able to access the Vacant and Derelict Land Fund.

As a result of the challenging capital funding position Scottish Ministers have had to make difficult decisions and, unless there is a significant reversal of the UK Government's cuts to capital allocations, no new project funding for the Regeneration Capital Grant Fund and low carbon Vacant and Derelict Land Programme will be allocated for 2024-25.

We will continue to support place-based community-led regeneration in our most disadvantaged communities through the Place based Investment Programme with local authorities receiving a share of this funding in line with the allocation formula agreed with COSLA. Confirmation on the allocation for 2024-25 will be provided in due course. Fife Council also remain eligible for the Vacant and Derelict Land Fund and have an indicative allocation of £1.11m in 2024-25.

The Scottish Government continues to protect investment in digital within health services, as shown in the published budget. Planning remains underway to fully assess the impact on planned activity for 20242-5 that takes into account the considerable financial challenges facing the Scottish Government in the forthcoming financial year.

Rather than provide specific financial allocations to NHS Boards for the transformation of NHS IT Services, the Scottish Government provides funding to support investment programmes which are aligned to our Digital Health and Care Strategy. We will shortly publish our updated Delivery Plan for Digital Health & Care. This will confirm delivery priorities for the year ahead using the investment available.

The Single Building Assessment (SBA) report will detail any risk to human life that is (directly or indirectly) created or exacerbated by the building’s external wall cladding system, and what work (if any) is needed to eliminate or mitigate any risk of that kind which is identified. We are working with developers now to determine the terms and scope of the Scottish Safer Building Developer Remediation Contract to ensure a shared understanding of responsibilities in the assessment of remediation of buildings. We will consider dispute resolution as part of ongoing work.

It remains the Scottish Government’s intention to update the School Premises (General Requirements and Standards) (Scotland) Regulations 1967.

Given the time elapsed between the consultation that took place in 2017-18, we must now consider the updated context that the regulations exist in.

We are now taking this work forward and will re-consult on the Regulations in due course.

The Scottish Government recognises that childcare costs continue to be a challenge for many parents and carers. That is why the Programme for Government set out ambitious commitments to expand access to childcare as part of our mission to tackle child poverty.

However, I would note that Scotland already has the most generous offer in the UK. We are the only part of the UK to offer 1,140 hours a year of funded early learning and childcare to all 3- and 4-year-olds, and eligible 2-year-olds, regardless of their parents’ working status, putting children first. If families paid for this themselves, it would cost them more than £5,500 per eligible child per year.
