Chamber and committees

The Grangemouth Future Industry Board has representation from Petroineos and Unite the Union. My officials are currently working to secure membership of senior leaders from across the businesses located at the Grangemouth Industrial cluster.

Further to my answer to S6W-22701, there have now been five meetings of the Culture Conveners since the publication of our 2020 Culture Strategy. These took place in November 2020, March 2021, December 2021, January 2023 and September 2023.

The next Culture Conveners meeting will take place before the end of summer 2024.

The Regional Early Years Speech and Language Leads will work alongside the Regional Improvement Collaboratives and across local services and agencies to encourage the development of a sustainable whole systems approach to improving children’s speech, language and communication outcomes from pre-birth to school entry. They will work together to connect partners, develop and share resources and expertise, and maximise opportunities to support children’s speech, language and communication development.

There is no single crime of animal cruelty and such crimes are identified differently in the annual National Statistics publications on Recorded Crime in Scotland and Criminal Proceedings in Scotland . These publications are based on separate and unlinked data sets and cannot be considered as proportions of each other.

Recorded Crime in Scotland is based on a count of crimes reported to Police Scotland. The year is based on when any crime(s) were reported to police. Animal cruelty offences are only identifiable at crime level and the most recent publication covers the 2022-23 financial year.

Criminal Proceedings in Scotland is based on a count of people proceeded against in court. A person may be proceeded against for more than one crime and multiple people may be proceeded against for the same crime. Only the main charge is counted in the statistics. The main charge is the one that conveys the most severe penalty and the year is based on the date when proceedings concluded in court. This can be in a later year than when any crime(s) were reported to Police Scotland. Animal cruelty offences are identified at charge level and the most recent publication covers the 2021-22 financial year.

Both data sets cover the animal cruelty crimes of:

• Cruelty to animals (ex dogs) inc killing and maiming cattle
• Cruelty to dogs
• Cruelty to wild animals
• Hunting with dogs

Note: Criminal proceedings data does not distinguish between these first two crimes and they are presented as a single total in the prosecuted and convicted following tables.

Criminal proceedings additionally covers parts of the following crimes:

• Animals, offences involving (ex dogs, birds elswhr classfd) – specifically where the main charge fell under Animal Health and Welfare (Scotland) Act 2006 Section 23(1)(A), 23(2), 23(4) or 24
• Pet and kept animals– specifically where the main charge fell under Animal Health and Welfare (Scotland) Act 2006 Section 20(1)(A)
• Sea fisheries offences– specifically where the main charge fell under Marine (Scotland) Act 2010 Section 107

We have committed to developing a ‘Percentage for the Arts’ scheme in ‘A Culture Strategy for Scotland: Action Plan’. We are in the initial stages of scoping this commitment and we will share more information on progress in due course.

As this is an operational matter for Scottish Water, and the Scottish Government does not hold this information, I have asked them to respond. Their reply is as follows:

The following table gives the leakage levels as a proportion of the water put into supply since 2007. All values are expressed as Maximum Likelihood Estimation (MLE) except for 2007-08, 2008-09 and 2009-10; Scottish Water switched to MLE reporting in AR11 - AR08, AR09, and AR10 were top down estimates.

SEPA are responsible for prioritising actions to reduce flood risk in Scotland as part of the Flood Risk Management Planning process set out in the Flood Risk Management (Scotland) Act 2009. The Scottish Government provides funding to local authorities through the general capital grant to support the implementation of these actions. The distribution of this funding is agreed by Ministers and COSLA Leaders based on the recommendations of a joint Scottish Government/COSLA Flood Risk Management Working Group.

This group is currently considering funding and governance arrangements for future programmes taking on board lessons learned from the first programme and current best practice. These arrangements will apply to measures put forward across Scotland including those put forward for Dundee. Recommendations will be put to Ministers and COSLA Leaders via the joint Scottish Government/COSLA officers’ Settlement Distribution Group throughout 2024.

We will continue to work with local authorities and COSLA to ensure value for money and that the schemes taken forward provide the maximum benefit for local communities.

Scotland’s Market Framework for natural capital markets aims to guide the development of responsible, high-integrity and values led natural capital markets in Scotland by setting out a clear long-term vision, a policy framework and guidance for market participants.

We recognise the important role that the Grangemouth refinery plays in meeting current fuel demand in Scotland and we know the wider cluster will be key to meeting fuel demand in the future.

It is our preference that refining should continue for as long as possible and Ministers are considering every realistic option to extend the life of the asset. This would provide the critical time and space for the refinery business to expedite transition opportunities at Grangemouth and protect as many existing jobs as possible.

The Scottish Government has committed to working with operators across the Grangemouth cluster to bring forward new low carbon projects at Grangemouth, in technologies such as CCUS, hydrogen and bio-refining. These projects will take time to be brought forward, however they do offer an opportunity to transition the site and cement the cluster’s role long into the future.
