To ask the Scottish Government what assessment it has made of the effectiveness of the Chief Entrepreneur.
Answer
The Chief Entrepreneur has been fundamental to the development of some of our most ambitious economic policies, including but not limited to: the building of a new policy agenda embodied by the Scottish Tech Ecosystem Review; the Entrepreneurial Campus Blueprint report to enhance the economic impact of our universities and colleges, and promote the teaching of Computer Science in schools; the Pathways report to increase women’s participation in entrepreneurship; and the delivery of Techscaler, a programme central to our ambitions to create one of the finest state-funded entrepreneurial systems in the world dedicated to the creation of high-growth businesses.

To ask the Scottish Government when it plans to present its new Scottish Government Gateway Review on the proposed Gasay ferry terminal development for Lochboisdale to the CMAL board and Transport Scotland investment decision-making board for funding.
Answer
The Outline Business Case is expected to be completed by early 2025 and will then be subject to review and consideration by the Transport Scotland Investment Decision Making Board and thereafter by Scottish Ministers, prior to agreeing the next steps.

To ask the Scottish Government how many people have (a) applied for and (b) received the Paramedic, Nursing and Midwifery Student Bursary in each of the last five academic years, also broken down by type of course.
Answer
Eligible Scottish pre-registration nursing, midwifery and paramedic science students receive funding through the Paramedic, Nursing and Midwifery Student Bursary Scheme (PNMSB) which is administered by the Student Awards Agency for Scotland (SAAS).
Eligibility for support depends on three conditions:
- that the course is eligible;
- that the individual has not had previous PNMSB funding; and
- that they meet the residence requirements.
Bursaries are for eligible students attending courses which:
- lead to registration on the Professional Register maintained by the Nursing and Midwifery Council (NMC), which may include degree, honours and masters levels; or
- lead to the award of a BSc Paramedic Science; and
- are partly or wholly funded by the Scottish Government Health and Social Care Directorates (SGHSCD).

Answer
A new contract was provided for the Chief Entrepreneur earlier this year. The procurement notice was published as per our standard procurement processes. There has been no further extension to this contract.

To ask the Scottish Government, regarding any impact on its energy policy and strategy, what its position is on the reported calls on the UK Government by Scottish Renewables and other trade bodies to rule out zonal pricing under the Review of Electricity Market Arrangements (REMA), and to instead commit to a Reformed National Market (RNM) programme.
Answer
The Scottish Government is aware that the introduction of zonal pricing could have a significant impact on all market participants, including industry, communities and consumers. It is therefore important that any such proposal is considered in the round in wider electricity market reform, which considers how we can establish an energy system that ultimately delivers investment, energy security and translates the lower costs of renewables through to consumers.
The Scottish Government welcomes the constructive engagement we have had with Ofgem, NG ESO, the UK Government and industry on the reform of electricity markets, however, it is crucial that the UK Government urgently provides clarity on the timetable and direction of travel on this key piece of work.

To ask the Scottish Government when it anticipates that it will have completed the new Scottish Government Gateway Review on the proposed Gasay ferry terminal development for Lochboisdale.
Answer
The indicative programme for Gasay (Lochboisdale) anticipates the next Scottish Government Gateway Review for the project within Q1 2025, however this is dependent on the options development and other key elements of work being satisfactorily concluded.

To ask the Scottish Government when it anticipates that it will receive the revised outline business case from CMAL for the proposed Gasay ferry terminal development for Lochboisdale.
Answer
Additional technical and economic studies, including ground investigation scoping, are now underway by CMAL and these will lead to an update of the draft Outline Business Case report.
The Outline Business Case is expected to be completed by CMAL by early 2025. It would then be subject to consideration by Transport Scotland and Scottish Ministers. Work continues on the project to develop the business case and once this work is complete, availability of funding and value for money will need to be considered

To ask the Scottish Government what its response is to Professor Angela Daly's reported comments that live facial recognition technology is "not fit for purpose" and is "generally unethical", in light of the reported proposals by the Chief Constable of Police Scotland to deploy the technology in Scotland.

To ask the Scottish Government, in light of the reported proposals from the Chief Constable of Police Scotland, what its response is to reports that the use of live facial recognition by South Wales Police has produced 2,833 false alerts, compared with only 72 resultant arrests.
