Scottish Families Affected by Alcohol and Drugs supports young people through the Routes programme in East and West Dunbartonshire. Through Scottish Government funding, Routes has expanded to ‘Grow Your Own Routes’ partnership services at Barnardos in North Lanarkshire, Action for Children in Renfrewshire, Aberlour in Falkirk, Right There in Orkney, ADA in Aberdeenshire and Circle in East Lothian.

Scottish Families Affected by Alcohol and Drugs are also funding some small Grow Your Own Routes grants of £5K to other areas who want to trial Routes. This has included £5K to South Lanarkshire (My Support Day) and Helensburgh and Lomond (Young Carers).

The duration of access to psychological support for children and young people with cancer is led by clinical need.

In December 2022 Scottish Government committed to making recurring funding available to the existing specialist psychological support services for young people with cancer across Scotland. This commitment was successfully met in 2023-24 and continues to provide more certainty to these specialist roles.

The psychological support considerations regarding specialist workforce for children and young people with cancer is currently being reviewed by the Managed Service Network for Children and Young People with Cancer (MSN CYPC) as part of a wider workforce review. The Scottish Government is in regular contact with the MSN as their review continues.

To ask the Scottish Government how often car deck space on sailings of the passenger Northern Isles Ferry Services between Aberdeen-Lerwick has been full in each of the last five years.

The number of sailings where vehicle deck space reached full bookable capacity on the Aberdeen – Lerwick passenger vessels for each Contract Year is displayed in the following table, which also includes the number of passenger vessel sailings each year.

The total cumulative spend incurred on Waking Watch services in apartment blocks in Glasgow is £2.2 million. Waking Watch costs for one building within the pilot programme were reimbursed by the responsible developer.

This is not data that we hold centrally. There is no national collection of waiting times for adult diagnosis of ADHD. Accordingly, we cannot confirm whether any NHS board has closed its ADHD assessment waiting list to adult patients.

I can advise that The Scottish Government is currently working with the National Autism Implementation Team to implement Adult Neurodevelopmental Pathways across Scotland to ensure that adults with ADHD receive appropriate diagnosis and support.

The Scottish Government has been actively assessing the issue of cladding on high-rise buildings across the country. As part of its commitment to ensuring the safety of residents, several steps have been taken to determine the scale and cost of cladding remediation.

1.Building Safety Assessments: A nationwide review of high-rise buildings has been conducted to identify those with potentially unsafe cladding. This includes a comprehensive inventory of buildings affected by materials such as Aluminium Composite Material (ACM) and other types of cladding.

2.Financial Impact Analysis: The Scottish Government has commissioned detailed financial assessments to estimate the overall cost of remediation efforts. This process involves consultation with local authorities, housing associations, and private sector stakeholders to gather data on the number of affected buildings and the potential costs of necessary remedial work.

3.Pilot Project and Funding Allocations: The pilot project has been initiated to address cladding issues, and these have provided initial data on the costs associated with removing and replacing unsafe cladding. Additionally, funding schemes such as the Single Building Assessment Programme have been introduced to support building owners in conducting safety assessments and implementing remediation where necessary.

4.Collaboration with the UK Government: As part of a broader UK-wide effort, the Scottish Government continues to liaise with the UK Government on financial support mechanisms, including potential contributions from developers and building product manufacturers responsible for defective cladding.

We are committed to providing funding to safeguard homeowners and residents by addressing the risk to human life that is (directly or indirectly) created or exacerbated by a building’s external wall cladding system.

The cumulative spend of the programme to date is £9.0m. Spend of £0.5m was incurred in quarter one 2024-25 to support programme delivery works.

The responsibility for development and delivery of flood protection schemes rests with individual local authorities, who are best placed to respond to local resilience needs.

The first set of Flood Risk Management plans covering the period 2015-2021 included 42 prioritised flood protection schemes. Work was expected to start, but construction was not necessarily expected to be completed, on those schemes within this six-year timeframe.

Flood protection schemes have impacts on individuals, communities and the environment, and require careful and thorough planning. Like all infrastructure projects, it can take many years for flood schemes to progress from option appraisal to completion.

The Scottish Government provides funding to local authorities to enable delivery of these important projects. £570million will be invested in flood resilience in the period 2016-2026.

40 of 42 have received funding to support development. 2 were not deemed eligible because they had previously received funding.

Post-School Education and Skills Reform is a 10-year transformation programme developed in light of James Withers’ Independent Review of the Skills Delivery Landscape, and which will help us to achieve the ambitions set out in the Post-school education, research and skills - purpose and principles - gov.scot (www.gov.scot),

This is one of the first and one of the largest programmes of public service reform to get underway, with five main strands of work currently progressing at different stages of development and preparation towards implementation.

For instance, we are taking forward legislation to deliver simplification of the funding body landscape as part of the 2024-25 legislative programme and have also commenced work on skills planning across government and with key partners.

Change of this magnitude requires careful collaboration with a wide range of delivery partners and will not happen overnight.

At my latest appearance at the Education, Children and Young People Committee on 4 September 2024 I reiterated my commitment to continue to update that Committee on progress with post-school reform at the appropriate times. Our programme to reform post-school education and skills is progressing well, and I expect to be providing a further update early in 2025.

The Student Mental Health and Wellbeing Working Group’s remit was to inform the development of a Student Mental Health Action Plan as set out in our 21-22 Programme for Government. The Action Plan was published in September 2024.

We are considering how best to support delivery of the Action Plan, including oversight and support.

We will shortly be engaging with the higher and further education sectors and health and other public and third sector organisations to update them on next steps and request their support and participation going forward.
