As this is an operational matter for Scottish Water, and the Scottish Government does not hold the information, I have asked them to respond. Their reply is as follows:

Currently, Scottish Water hosts 0.17MW of hydro (estimated @ 1.3GWh/annum) and 279MW of wind (estimated @ 831GWh/annum).

The income received from hosting 3rd party renewables was £5.9m in 2023-24 and £3.6m in 2024-25 (note that this income tracks the wholesale cost of electricity).

As this is an operational matter for Scottish Water, and the Scottish Government does not hold the information, I have asked them to respond. Their reply is as follows:

Scottish Water does not currently have any arrangements in place with community-owned providers.

A comprehensive range of monitoring activities are undertaken across Scotland for a variety of purposes. This includes for public health, at designated bathing waters, and assessing the state of the water environment. No new monitoring activities are planned in the Clyde estuary north of Largs.

As set out in the Police and Fire Reform (Scotland) Act 2012, the Chief Constable of Police Scotland is responsible for the policing of Scotland, and is accountable to the Scottish Police Authority for this, rather than to Scottish Ministers directly.

It is therefore not the place of Ministers to issue guidance on operational policing matters. The member may wish to write to the Chief Constable on this issue.

Our Equally Safe at School (ESAS) project, developed by Rape Crisis Scotland and Zero Tolerance, applies a whole school approach to inequality and gender-based violence in schools. As of August 2023, there were 79 schools registered with an ESAS account.

As a reserved matter, the Scottish Government has no powers over the smart-meter roll out and does not hold information on its progress. The UK Government has made a commitment that all households will be offered a smart meter upgrade by the end of this year. However, many in Scotland, particularly those in our rural and island communities, face ongoing difficulties with smart meter connectivity, wiring or a lack of engineers, thus preventing them from upgrading or causing metering issues when they do.

Since the start of the smart meter roll out in January 2022, the Scottish Government has engaged regularly with the UK Government and Ofgem to ensure all smart meter users across Scotland have full network access.

While telecommunications is reserved to the UK Government, we have proactively addressed poor network coverage through digital infrastructure programmes such as Reaching 100% and the Scottish 4G Infill (S4GI) programme. We have delivered 55 mobile masts in rural and island areas, all of which are available on an open access basis and could potentially be used to site smart meter radio infrastructure.

However, the Data Communications Company (DCC) controls the digital energy infrastructure for Great Britain, and collects and shares smart meter data with energy suppliers via the Wide Area Network (WAN). In establishing how best to collect this data, the DCC took the decision that in the “north” region of Great Britain, including Scotland, the use of long range radio would allow signals to travel further across hills and mountains, reaching more rural communities more easily. It is clear that this does not always work in practice and many households and businesses are unable to install a working smart meter.

On 8 January, I wrote to the UK Minister for Energy Consumers, Dr Miatta Fahnbulleh, calling for the UK Government to take steps to allow the DCC to use mobile technology to provide a signal to homes in Scotland. In her response, Minister Fahnbulleh advised that the DCC is currently undertaking work to develop technical solutions to overcome the connectivity issues that currently prevent some consumers from accessing the WAN.

Further, on 10 March, I reiterated my view to Ofgem that an update to the DCC license conditions would provide enduring protection to consumers given the pace at which technical solutions are likely to change and the potential for meters to become unfit for purpose through no fault of the consumer.

Fit-for-purpose smart meters provide numerous benefits to consumers including real time usage data which can help consumers cut their energy usage and save money. It is therefore critical that the UK Government, Ofgem, and the DCC work together to urgently resolve these issues.

Following a period of negotiation with the contractor Kier on the construction contract price, the total project cost of £998.4 million was confirmed in November 2024.

I received regular updates on the pricing and commercial process of the HMP Glasgow construction contract from the Chief Executive of the Scottish Prison Service over the course of 2024. On 13 January 2025 Cabinet Secretary for Justice and Home Affairs received formal advice confirming the total project cost £998.4m.

The construction contract is fixed price and the total project cost includes contingency for risk.

The Law Officers’ role is secured by the Scotland Act 1998 and any changes to that role would require legislation in the UK or Scottish Parliaments depending on any changes proposed. As we have said, the Scottish Government will engage further with the UK Government on any changes that might be considered.

The recruitment and deployment of police officers is a matter for the Chief Constable. In 2023, Police Scotland restructuring led to a new establishment figure of around 16,500 to 16,600 officers. The Scottish Government’s record investment of £1.55bn in 2024-25 has enabled Police Scotland to undertake the highest level of recruitment since its inception, bringing officer numbers up to 16,508 at 31 December 2024.

Police Scotland’s three-year Business Plan 2024-2027 aims to make maximum impact with a workforce that has the right skills and capacity to keep people safe. Through workforce modernisation, they will reduce back-office duplication and create capacity to deal with new and increasing threats by moving more officers to frontline roles.

The Chief Constable has been clear that the context of frontline strength goes beyond an overall officer headcount and that of a police workforce which includes police staff.

The information requested is not held centrally by the Scottish Government and could only be obtained at a disproportionate cost. Outstanding warrants are an operational matter for Police Scotland and other relevant authorities.

Emergency early release regulations have been utilised twice within the last five years (May 2020 and June/July 2024).

Any individuals who were identified during the assessment process as having any outstanding warrants, or court processes, were not eligible for release during either emergency process.
