Social Security Scotland routinely publishes information on application processing times for Carer Support Payment as part of official statistics releases.

Public Health Scotland (PHS) publishes statistics on the length of time patients wait to be seen as a new outpatient or admitted for treatment as an inpatient or day case in the Stage of Treatment (SoT) publication. The latest publication release contains data up to quarter ending 31 March 2025.

At 31 March 2025, there were 5,262 waits over two years for an outpatient appointment.

Trend information of the wait experienced by patients whilst still on the waiting list (ongoing waits) can be found in the ‘Waits over 52 weeks’ data table in sheets ‘Table 3.1.1’ for new outpatient appointments, and ‘Table 3.2.1’ for inpatient or day case admissions. We are not able to provide you with this information as no stock assessments have been undertaken for squid in recent years.

We must recognise that our health service has experienced unprecedented pressures over the past few years, including pandemic backlogs, staff shortages and the most difficult winter the NHS has ever faced, with the pausing of all non-emergency treatment inevitably leading to planned care delays and an increase in waiting times.

We have remobilised services but understand that activity levels are still lower than we would wish them to be. Patients requiring urgent care, including cancer treatment, are being prioritised. The Scottish Government remains committed to delivering reductions in waiting times.

Our Budget will provide a record £21.7 billion for health and social care. More than £106 million has been allocated to health boards to help tackle the longest waits for procedures and operations.

The Scottish Government believes that full powers over social security and state pensions would enable Scotland to build on the existing approach for those benefits that are under devolved control, based on dignity and respect, and with access to social security as a human right.

The Scottish Government will publish a final overview paper on the Building a New Scotland series in due course.

There is limited evidence about the impacts of targeted squid fishery and associated bycatches. The occurrence of squid in samples of bycatch from the Nephrops fleet is rare. The Marine Directorate is undertaking a limited trial with a number of inshore vessels to help gather information and evidence on bycatch within inshore areas to support a longer-term policy decision on fishing for squid.

Squid fishing is a sporadic fishery with the majority of landings of squid occurring between May to October. Historically squid has been present in the Moray Firth and is becoming prevalent in Shetland.

The information you have requested to do with the areas of Scotland’s inshore waters where squid fishing has taken place is not held by the Scottish Government. It is not possible to separate landings of squid between inshore and offshore waters and so it is not possible to provide a breakdown of squid fisheries within inshore waters.

The Finance and Public Administration Committee is currently conducting an inquiry into the cost effectiveness of Scottish Public Inquiries. I wrote to the Committee on 30 May 2025 providing a detailed response to their request for information from Scottish Government in relation to its role as sponsor of current and previous public inquiries. This response noted that Section 17 of the Inquiries Act 2005 confers responsibility for the procedure and conduct of an inquiry on its Chair, independent of Ministers, and that this includes a statutory requirement for a Chair to act 'with regard to the need to avoid any unnecessary cost (whether to public funds or to witnesses or others)'.

Assessment of value for money would therefore be a matter for a Chair of an inquiry to consider as they deem appropriate within the overall duty to avoid unnecessary cost, and those inquiries which are currently ongoing have responded independently to the call for evidence received from the Committee on costs. Responses are published on the Committee pages of the Scottish Parliament website.

The findings and conclusions of the Committee's inquiry will be considered once known.

The Scottish Government is considering the Soil Association’s review of their farmed salmon organic standards and is engaging with them in dialogue.

In response to the Rural Affairs and Islands Committee inquiry on salmon farming in Scotland, we set out a broad range of actions we are taking alongside industry and regulators to enhance the development and sustainability of the sector. The Scottish Government is disappointed there was very limited consultation on the outcome of Soil Association’s review and proposals, in light of our work programme.

The Scottish Government recognises the crucial role innovation plays in enabling the sustainable development of Scottish aquaculture. We continue to work with our enterprise agencies, regulators and stakeholders to encourage innovation addressing challenges and creating opportunities for Scottish businesses.

For example, our Marine Fund Scotland awarded over £4.5 million to aquaculture projects in the year 2024-25, facilitating over £17 million of investment across the sector. In May 2024 the Scottish Government and Scottish Funding Council invested £1.5 million for the Sustainable Aquaculture Innovation Centre (SAIC) to deliver applied innovation projects to March 2026. We are also working with stakeholders to develop long term arrangements for innovation support.

On the 4 December as part of the Budget, The Scottish Government published a borrowing memorandum (Scottish Budget 2025 to 2026: Scottish Government borrowing - gov.scot), which included the outcome of the initial phase of Due Diligence on the work towards an inaugural Scottish Government Bond. The second phase of Due Diligence on Bonds issuance is currently ongoing, and the Government will continue to update Parliament over the course of the year as this work progresses
