Asylum is reserved to the UK Parliament and handled by the Home Office. This includes provision of support and accommodation for people seeking asylum. The Home Office Interpreter Language Services Unit (ILSU) holds overall responsibility for the delivery of interpreting and translation services on behalf of the Home Office.

Asylum seekers living in Scotland can access translation and interpretation support when engaging with services in Scotland on the same basis as other residents, including resettled refugees.

Translators are not provided to individual refugees and asylum seekers when they arrive. Translation and interpretation support is provided at the point of need or service access. Funding and provision are therefore managed across different public services and organisations to enable people to engage with services and support.

The Scottish Refugee Council is working with the Scottish Government to deliver the Warm Scottish Welcome scheme for displaced people arriving from Ukraine. This includes translation and interpreting services. The Scottish Refugee Council have received funding from the Scottish Government to recruit additional advisors for their Refugee Integration Service, including Ukrainian speakers, as part of their work to deliver the Warm Scottish Welcome scheme.

We recognise that translation and interpreting services for displaced people arriving in Scotland from Ukraine are extremely important. The Scottish Refugee Council has asked that anyone wishing to offer assistance in this area contact them to discuss what support they can offer.

The Scottish Government is committed to ensuring that everyone in Scotland whose first language is not English can contribute to Scotland’s future and the society they live in. Having support to learn English is key for many refugees and people seeking asylum, enabling them to participate in learning in schools, colleges and universities; engage within communities; and pursue their employment goals. The Scottish Government’s aim is to support high quality, relevant, appropriate and accessible ESOL provision that meets learner need. The Scottish Government’s ESOL funding is currently provided through colleges as part of the grant allocated to the Scottish Funding Council. Colleges are instructed to work with Community Planning Partnerships (CPPs) to determine the level of need for provision and agree with partners how this need can be met.

ESOL courses are delivered through colleges and community organisations. The Scottish Refugee Council website also has information on ESOL courses available across Scotland.

A key action within the recently launched Adult Learning Strategy for Scotland is to undertake a review with ESOL learners and practitioners on the impact of the ESOL Strategy. It will produce recommendations on next steps for ESOL within the context of the Adult Learning Strategy.

English as an Additional Language for school aged children is available through Education Scotland’s Parentzone .

Our Just Transition to net-zero will necessitate the creation of new businesses and jobs, in addition to managing the transition of existing jobs and skills to the renewables sectors and their supply chains. The pace of change will differ between these sectors (offshore and onshore wind, hydrogen, carbon capture and storage) and we expect jobs to be created throughout Scotland by 2030.

Following completion of an innovative co-creative process with the community, work to assess four route options, including the community’s preferred route option, is ongoing. A preferred route is expected to be announced later this year. Once a preferred route option is announced a timetable for the statutory processes will be set. It is necessary that the correct statutory process is followed to ensure a fair and transparent assessment of options and impacts on local communities and road users.

Work is ongoing to determine the most suitable procurement options, when the statutory process is complete, for the remaining sections of the A9 dualling. This is a complex exercise which looks at a number of factors including how the project can be delivered most efficiently by the industry, whilst minimising disruption to road users and helping to support economic recovery post-COVID. An update on the outcomes of this complex piece of work will be provided when the work is completed.

With regard to (a) and (b) (i), we do not currently, but do plan to shortly collect this information. For (a) and (b) (ii), information on RSL and council house social rent approvals which qualified for higher greener subsidy is published within our annual Outturn Reports.

The figures within that answer include investment in Welfare Advice in Health Partnerships totalling £730,000 in 2021-2022 and £1.76 million in 2022-2023.

In 2021-2022, we also invested £653,467 in our national Money Support Campaign to increase awareness and take-up of sources of help for people who were struggling financially. The campaign focussed on social security benefits, debt and affordable credit.

The Scottish Government appreciates the spotlight that Shelter Scotland shines on our shared vision of a safe, secure, affordable home for everyone in Scotland.

Having delivered our previous 50,000 affordable homes target, we have now started to deliver against our commitment to 110,000 affordable homes by 2032, 70% of which will be for social rent and 10% in remote, rural and island areas.

We do not conduct our own polling and public perception research. However, we do publish quarterly Official Statistics and annual Outturn Reports that focus on how the Affordable Housing Supply Programme resources were spent and what they delivered, in line with priorities and outcomes identified within local authority Strategic Housing Investment Plans which set out the key strategic affordable housing investment priorities.

In line with our published workforce statistics up to March 2022, which includes our directly employed staff and contingent workers staff, our staffing headcount has increased from 1777 in September 2021 to 2611 up to and including March 2022. This is an increase of 834 staff.

Our next workforce figures will be published in September 2022 and will include staffing levels up to June 2022.

The responses are still currently being analysed and considered carefully. This will help to determine the next steps and will also provide more understanding of what support is needed to help the people affected by historical adoption practices.

In the meantime, we have started the process of establishing specialist support and peer support groups for those affected. We have also introduced a working group to assist with the implementation of peer support groups where we are working with partners to scope and develop the support service.

At its heart, Scotland’s Baby Box strongly signals our determination that every child, regardless of their circumstances, should get the best start in life by ensuring that every family with a new-born has access to essential items needed in the first six months of a child’s life.

We do not propose including sunscreen products in the Baby Box at this time, however, we will continue to evaluate how Scotland’s Baby Box is helping families and continue to monitor how it can be improved.

The First Minister's Environmental Council has met twice since it was established, on 5 November and 13 June.
