The Scottish Government is not responsible for meeting the cost of conducting repairs for the MS Victoria or the MS Ambition. Any faults or repairs are handled by ship staff and owners.

Unboxed was a major UK-wide programme celebrating creativity and innovation, featuring ten large-scale commissioned projects designed to reach millions on-line and in person, bring people together and showcase the Four Nation's creativity.

Scottish Ministers appointed EventScotland as the Strategic Delivery Body for the commission and delivery of the Scottish UNBOXED project, Dandelion, which was funded by the Scottish Government through EventScotland.

The detailed external evaluation of all ten of the Unboxed programme, including Dandelion, is due to be published in Spring 2023. In the interim, the latest details are set out below under the relevant headings.

Live events and hands-on schools activities

The following table shows the engagement figures to date for Dandelion, involving over 1,000 events at over 500 locations across Scotland.

The Scottish Government’s 2021-22 Programme for Government committed to securing improved opportunities for veterans, ensuring that those who have been willing to risk their lives in the service of the nation can access good jobs once their time in the military is over. These include more opportunities for veterans to work for the Scottish Government and a campaign working with the business community to help employers understand the benefits that veterans bring to the workforce, to help increase employment opportunities for veterans. This campaign will launch early next year.

In addition, this year the Scottish Government commissioned See Me to develop a public awareness campaign to tackle the stigma associated with veterans mental health and encourage veterans in Scotland to speak up about mental health and get help when they need it. The campaign, known as The Guard, launched in late November.

As Scotland’s Redress Scheme will run for at least 5 years from December 2021, fluctuations in the inflation rates over this period are to be expected. To mandate routine or regular changes to account for these fluctuations would have added another level of complexity which may have detracted from the core aim of providing acknowledgement and tangible recognition of harm caused to those who experienced abuse in care.

No amount of money can make up for the harm done, and survivors have told us that, in some cases, the receipt of a payment, rather than the level of that payment, has been the recognition they have been seeking. The redress payment reflects only one part of that tangible recognition, which also includes the provision of support to access a personal apology, which again can be more meaningful to some survivors than the payment.

There is no fixed budget or limit to the number of redress payments which will be paid by the Scottish Government. We are committed to making financial redress to all survivors of abuse in care who receive an offer of payment from the independent decision making body, Redress Scotland, based upon the published assessment framework and associated payment levels .

Payments made through the scheme are not index linked. Section 39 of the Revised Financial Memorandum outlines that there is provision, but not a requirement, for Scottish Ministers to increase redress payment amounts to account for inflation, as set out in Section 41 of the Redress for Survivors (Historical Child Abuse in Care) (Scotland) Act 2021, through the introduction of regulations.

At this time, the longer term economic forecasts mean there are no current plans to introduce regulations of this nature, and monitoring of the situation will continue.

Questions regarding day-to-day operational matters of Historic Environment Scotland, including information relating to the efficacy of Historic Environment Scotland’s HistoricScot Youth Forum are best answered directly by Historic Environment Scotland.

I have asked Historic Environment Scotland to respond directly to the member with a full reply to his question in writing.

Scottish Government has provided over £150 million to date in additional support to maintain the capacity and capability of the independent sector.

We have also introduced new incentives for recruitment and retention of dentists in certain remote and rural areas. This will mean that dentists, including orthodontists, who join the NHS Board list in Scotland for the first time can receive up to £25,000 over a two-year period.

Ferguson Marine (Port Glasgow) Limited has advised us that it has reached agreement to second some of its staff to work for BAE Systems on fabrication work for the Type 26 Frigate programme. The precise details are subject to ongoing commercial discussions between the two companies.

As I said in the recent debate on violence against women and girls, when women do need recourse to the Justice system, it is equally important that we respond effectively, competently and with compassion and understanding.

We are clear that the justice system must do more to ensure that women and girls who have experienced any form of gender-based violence have the confidence to come forward, and are supported to report these terrible crimes.

Our Equally Safe Strategy sets out a vision to prevent violence from occurring in the first place, build the capability and capacity of support services, and strengthen the justice response to victims and perpetrators.

Our Justice Vision, prioritises the experience women and girls have of the justice system. We know the justice journey can be deeply traumatising, and it is extremely important for this to minimised, in order to support recovery.

That’s why we are proposing the Criminal Justice Reform Bill. The Bill will be informed by responses to a recent public consultation on improving victims’ experiences of the justice system that takes forward the work of the Victims Taskforce and recommendations from Lady Dorrian’s Review on Improving the Management of Sexual Offence Cases.

Through the Women’s Justice Leadership Panel, we are also discussing all aspects of the justice system to consider the experience and unique needs of women, and what changes may need to be embedded within our criminal justice processes.
