The Sectoral Marine Plan for Offshore Wind Energy(SMP-OWE) has already carried out a Strategic Environmental Assessment (SEA) and Habitats Regulations Appraisal (HRA). The SEA and HRA assessed the potential for impact on nursery and spawning locations from the SMP-OWE and at an individual Plan Option scale.

SG commissioned Scottish Agriculture Organisation Society (SAOS) to undertake market research to establish demand for a new food and drink brand, and possible options. This research was based on branding that would be available to Scottish based producers, manufacturers and suppliers who can satisfy stringent criteria on provenance and low carbon operations.

The final report is expected soon. This research will be used to inform approaches that will allow businesses to capitalise on the provenance and quality that Scotland’s produce is synonymous with.

There are no current plans to implement a Primary Authority system for devolved regulation. However, as part of the National Strategy for Economic Transformation we have set out that we are working with stakeholders to consider how regulation can be used to support economic and societal aims and use this work to continuously improve the approach to regulation in the future. This will include reviewing existing powers and processes to identify where changes could be made to support both businesses and regulators in achieving our strategic aims.

The Regulations underpinning Scotland’s DRS state what factors need to be considered when developing the retailer handling fee. The Scheme Administrator, Circularity Scotland Ltd, followed a robust, independent process that considered these factors to set handling fee structure.

The national frameworks for the Supply of Electricity and Supply of Natural Gas wholesale volumes are bought up to 2½ years in advance in tranches, following a proven ‘hedging’ purchasing strategy overseen by a cross-sectoral Risk Management Committee. The Committee comprises senior managers representing procurement, finance and energy management interests.

Whilst energy prices have risen to unprecedented levels because of global influences, the Scottish Government purchasing strategy has mitigated some of the increases for customers on the frameworks. However, given the substantially increased price risk that this market volatility has brought, the Risk Management Committee has temporarily suspended the on-boarding of all new customers with immediate effect in order to protect the organisations currently using the frameworks from increased costs. Organisations that are currently customers (including some third sector bodies) will remain on the framework.

The Risk Management Committee will keep that decision under regular review and when market conditions and risk profile allow, will permit new customers to join.

From 24 October 2022, the requirement to book seats in the Historical Search Room has been removed. No further requests are being taken for bookings and all currently active requests will be allocated a booking prior to‎ 24 October 2022. The maximum current waiting time for active requests is around 6 weeks.

We published the costs incurred by the Lord Advocate’s reference to the Supreme Court on 22 September, which can be found here: www.gov.scot/publications/independence-referendum-supreme-court-referral-legal-costs . We will continue to publish costs on a quarterly basis until litigation ends. As the litigation is ongoing, and the costs may be affected by a number of factors, it is not possible to provide an estimate of the total costs we will incur.

As the First Minister explained to Parliament on 28 June, there is a substantial majority in Scottish Parliament in favour of an independence referendum and therefore a clear democratic mandate for this work. The UK government, regrettably, is refusing to respect Scottish democracy.

Rates of food insecurity, at household level, have been measured by the Family Resources Survey (FRS) since 2019.

The data for Scotland show that, in 2019-2020, 75% of children lived in households that were food secure; 10% lived in households that were marginally secure. The remaining 15% lived in households that were food insecure (8% ‘low’ food security and 7% 'very low' food security).

Due to the impact of COVID-19 on data collection, the quality of the data from the latest FRS (2020/2021) did not meet official statistics standards. The 2019-2020 survey is, therefore, the latest valid measure.

The Scottish Health Survey (SHeS) has also measured food insecurity rates for individual adults since 2017; the data are not directly comparable to the FRS. The rate of food insecurity for SHeS respondents from households with children was 11% in 2017-2018, and 12% in 2018-2019.
