I welcome everyone to the 17th meeting in 2019 of the Delegated Powers and Law Reform Committee. We have received apologies from Mary Fee and Stuart McMillan. I welcome Alex Neil to his first meeting of the committee. Alex is attending as a substitute member on behalf of Stuart McMillan.

The first agenda item is a declaration of interests. In accordance with section 3 of the “Code of Conduct for Members of the Scottish Parliament”, I invite Alex Neil to declare any interests that are relevant to the committee’s remit.
