1. Decision on taking business in private:

The Committee agreed to take item 8 in private.


2. Subordinate legislation:

The Committee took evidence on the Public Services Reform (Scottish Water) Order 2026 from—

Gillian Martin, Cabinet Secretary for Climate Action and Energy, supported by James Simpson, Unit Head, Head of Sponsorship and Investment, Water Industry Division and Lucy Drummie, Lawyer, Scottish Government.


3. Subordinate legislation:

Gillian Martin (Cabinet Secretary for Climate Action and Energy) moved—S6M-20592—That the Net Zero, Energy and Transport Committee recommends that the Public Services Reform (Scottish Water) Order 2026 [draft] be approved.

The motion was agreed to.


4. Subordinate legislation:

The Committee took evidence on the Renewables Obligation (Scotland) Amendment Order 2026 from—

Gillian Martin, Cabinet Secretary for Climate Action and Energy, supported by Madeleine Plater, Unit Head, Energy Markets and Strategy and Matthew Lourie, Policy Manager, Energy Markets and Strategy, Scottish Government.


5. Subordinate legislation:

Gillian Martin (Cabinet Secretary for Climate Action and Energy) moved—S6M-20600—That the Net Zero, Energy and Transport Committee recommends that the Renewables Obligation (Scotland) Amendment Order 2026 [draft] be approved.

The motion was agreed to.


6. Draft Climate Change Plan:

The Committee took evidence from—

Emma Pinchbeck, Chief Executive and Emily Nurse, Head of Net Zero, Climate Change Committee.

In relation to questions on agriculture Edward Mountain declared an interest as a partner in a family farming partnership in Moray.


7. Subordinate legislation:

The Committee considered the following negative instrument— Scottish Road Works Register (Prescribed Fees) Regulations 2026

The Committee agreed to make no recommendations in relation to the instrument.

The Committee agreed to write a letter to the Scottish Government regarding the coordination of roadworks.


8. Draft Climate Change Plan (In Private):

The Committee considered the evidence heard earlier in the meeting.
