1. Decision on taking business in private:

The Committee agreed to take items 3, 4, 5 and 6 in private.


2. Sustainable Aviation Fuel Bill (UK Parliament legislation):

The Committee took evidence on legislative consent memorandum LCM-S6-61 and wider issues around the production and use of SAF in Scotland from—

Dr Sebastian Eastham, Associate Professor in Sustainable Aviation, Imperial College London;

Celeste Hicks, Policy Manager, Aviation Environment Federation (AEF);

Professor Graham Hutchings, Regius Professor of Chemistry, Cardiff University;

Professor Mercedes Maroto-Valer, Director UK Industrial Decarbonisation Research and Innovation Centre (IDRIC) and Deputy Principal (Global Sustainability), Heriot-Watt University;

Mark Morrison, Senior Consultant, Optimat.


3. Sustainable Aviation Fuel Bill (UK Parliament legislation) (In Private):

The Committee considered the evidence heard earlier in the meeting and agreed to invite further witnesses to give evidence on the LCM and on sustainable aviation fuel.


4. Appointment to the Board of Environmental Standards Scotland (In Private):

The Committee considered correspondence from the Cabinet Secretary for Climate Action and Energy. The Committee considered the proposed process for appointment of a new Member to the Board of Environmental Standards Scotland and agreed its approach to scrutiny of the proposed candidate. The Committee agreed to respond to the Cabinet Secretary regarding its decision.


5. Subordinate legislation (In Private):

The Committee considered a revised draft report on the Climate Change (Scotland) Act 2009 (Scottish Carbon Budgets) Amendment Regulations 2025. No further amendments were agreed, and the report was agreed for publication.


6. Ecocide (Scotland) Bill (In Private):

The Committee considered an analysis of responses to its Call for Views on the Bill and its approach to remaining scrutiny of the Bill at Stage 1. The Committee agreed to further consider its approach to remaining scrutiny of the Bill at Stage 1 on 7 October.
