1 Colleges Regionalisation Inquiry:

The Committee heard evidence from—

Eve Lewis, Director, Student Partnership in Quality Scotland (sparqs);

Stuart Brown, National Officer, Educational Institute of Scotland (EIS);

Lorcan Mullen, Regional Organiser, Head of Higher Education and Further Education, UNISON.


2 Subordinate legislation:

The Committee considered the following negative instruments— Education (Fees) (Scotland) Regulations 2022
Student Support (Scotland) Regulations 2022


The Committee made no comment on these instruments.

The Committee agreed to write to the Scottish Government and the UK Government regarding Ukrainian students who are living in Scotland but still studying, remotely, at an institution in Ukraine.


3 Work programme (In Private):

The Committee considered its work programme.

The Committee considered its approach to pre-budget scrutiny 2023/24 and agreed to include pre-budget scrutiny in its work on colleges and universities; to hold an evidence session with local authorities on ELC funding; and to take evidence from the Cabinet Secretary for Education and Skills and the Minister for Children and Young People, following the publication of the budget.

The Committee recognised that its work programme is heavily committed at present; however, the Committee agreed to carry out an inquiry on Additional Support Needs when time allows.

The Committee agreed its approach to external engagement in relation to its Colleges regionalisation inquiry.

The Committee also considered its approach to Stage 1 of the Disabled Children and Young People (Transitions to Adulthood) (Scotland) Bill and agreed a provisional timescale for stage 1 scrutiny.

The Committee considered the evidence heard and issues for inclusion in its draft report.
