1. Decision on taking business in private:

The Committee agreed to take items 4, 5, 6, 7, 8 and 9 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Antisocial Behaviour (Fixed Penalty Offences) (Miscellaneous Amendment) (Scotland) Order 2026 (SSI 2026/Draft)


3. Lobbying (Scotland) Act 2016:

The Committee agreed it was content with the Lobbying (Scotland) Act 2016 (Modifications) Resolution 2026 as set out in motion S6M-20942.


4. Children (Care, Care Experience and Services Planning) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Scottish Parliament.


5. Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Scottish Parliament.


6. Visitor Levy (Amendment) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Scottish Parliament.


7. Restraint and Seclusion in Schools (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Scottish Parliament.


8. Northern Ireland Troubles Bill (UK Parliament legislation) (in private):

The Committee considered the Legislative Consent Memorandum and the Supplementary Legislative Consent Memorandum, and powers to make subordinate legislation within devolved competence in the Bill. It agreed to write to the Scottish Government and the Delegated Powers and Regulatory Reform Committee, and to report to the lead committee on the Bill, the Criminal Justice Committee.


9. Quarterly report (in private):

The Committee considered a draft report for the parliamentary quarter from 18 November 2025 to 26 January 2026, and agreed to publish the finalised report.
