1. Decision on taking business in private:

The Committee agreed to take items 4, 5, 6, 7, 8 and 9 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Marine Licensing (Miscellaneous Amendment) (Scotland) Order 2026 (SSI 2026/Draft)



4. Building Safety Levy (Scotland) Bill (in private):

The Committee considered correspondence with the Scottish Government on this Bill. It also considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Scottish Parliament.


5. Greyhound Racing (Offences) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Scottish Parliament.


6. Crofting and Scottish Land Court Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2. It agreed to report to the Scottish Parliament.


7. Railways Bill (UK Parliament legislation) (in private):

The Committee considered correspondence on the Legislative Consent Memorandum. It also considered the supplementary Legislative Consent Memorandum, both in relation to powers to make subordinate legislation within devolved competence in the Bill. It agreed to report to the lead committee on the Bill, the Net Zero, Energy and Transport Committee.


8. Legacy paper (in private):

The Committee considered themes arising for a report reflecting on its work during the current session and suggesting priorities for Session 7. It agreed to consider a final draft report at a later meeting.


9. Framework legislation and Henry VIII powers (in private):

The Committee considered an update on a draft guidance document. It agreed to review a final draft guidance document at a later meeting.
