1. Decision on taking business in private:

The Committee agreed to take items 5, 6, 7, 8 and 9 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Carer’s Assistance (Miscellaneous and Consequential Amendments, Revocation, Transitional and Saving Provisions) (Scotland) Regulations 2025 (SSI 2025/Draft)




3. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Motor Vehicles (Competitions and Trials) (Miscellaneous Amendment) (Scotland) Regulations 2025 (SSI 2025/245)

The Committee agreed that no points arose on the following—

Plant Health (Export Certification) (Scotland) Amendment Order 2025 (SSI 2025/241)
Council Tax (Dwellings and Part Residential Subjects) (Scotland) Amendment Regulations 2025 (SSI 2025/249)
Redemption of Heritable Securities (Excluded Securities) (Scotland) Order 2025 (SSI 2025/251)





5. Crofting and Scottish Land Court Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead Committee on the Bill, the Rural Affairs and Islands Committee.


6. Crime and Policing Bill (UK Parliament legislation) (in private):

The Committee considered correspondence on the Legislative Consent Memorandum, the supplementary Legislative Consent Memorandum, the second supplementary Legislative Consent Memorandum, and powers to make subordinate legislation within devolved competence in the Bill. it agreed to report to the lead committee on the Bill, the Criminal Justice Committee.


7. Terminally Ill Adults (End of Life) Bill (UK Parliament legislation) (in private):

The Committee considered the Legislative Consent Memorandum and powers to make subordinate legislation within devolved competence in the Bill. It agreed to write to the Scottish Government, and to the Bill's sponsor, Kim Leadbeater MP.


8. Quarterly report (in private):

The Committee considered a draft report for the parliamentary quarter from 13 May to 8 September 2025, and agreed to publish the finalised report.


9. Work programme (in private):

The Committee considered its upcoming session with the Minister for Parliamentary Business.
