The Committee agreed to take items 5, 6, 7, 8 and 9 in private.

The Committee agreed to bring to the attention of the Parliament the following—

3. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Agriculture and Rural Communities (Scotland) Act 2024 (Commencement No. 1) Regulations 2025 (SSI 2025/167)




5. Restraint and Seclusion in Schools (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1, and agreed to write to the Member-in-charge of the Bill, Daniel Johnson MSP.


6. Wellbeing and Sustainable Development (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1, and agreed to write to the Member-in-charge of the Bill, Sarah Boyack MSP.


7. Education (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2, and agreed to report to the Parliament.


8. Product Regulation and Metrology Bill (UK Parliament legislation) (in private):

The Committee considered the supplementary Legislative Consent Memorandum and powers to make subordinate legislation within devolved competence in the Bill. It agreed to report to the lead committee on the Bill, the Economy and Fair Work Committee.


9. Leases (Automatic Continuation etc.) (Scotland) Bill (in private):

The Committee considered and agreed, subject to signing-off final changes via correspondence, a draft Stage 1 report for the Bill. It also delegated responsibility to the Convener for finalising its publication.
