The Committee agreed that no points arose on the following—

5. Document subject to parliamentary control:

The Committee agreed that no points arose on the following—

Scottish Public Services Ombudsman draft revised Statement of Principles for Complaints Handling Procedures (SPSO 2025/01)





6. Leases (Automatic Continuation etc.) (Scotland) Bill:

The Committee took evidence from—


Dr Jonathan Brown, Lecturer in Scots Private Law, University of Strathclyde;

Dr Mitchell Skilling, Teaching Fellow, University of Aberdeen;

and then from—

Alan Cook, Chair, Commercial Real Estate Committee, Scottish Property Federation;

Stacey Dingwall, Head of Policy and External Affairs (Scotland), Federation of Small Businesses Scotland.


7. Planning and Infrastructure Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on Scottish Ministers and UK Ministers in the Bill. It agreed to write to the UK Government and the Scottish Government.


8. Leases (Automatic Continuation etc.) (Scotland) Bill (in private):

The Committee considered the evidence it heard earlier in the meeting.
