1. Pre-Budget scrutiny 2026-27: funding for culture:

The Committee took evidence from—

Rachael Browning, Director of Programme and Policy, Art Fund;

Alison Nolan, Chief Executive Officer, Scottish Library and Information Council;

Tamara Rogovic, President, Scottish Artists Union;

Lewis Coenen-Rowe, Culture/SHIFT Manager, Culture for Climate Scotland.


2. UEFA European Championship (Scotland) Bill(In Private):

The Committee considered and agreed the UEFA European Championship (Scotland) Bill stage 1 draft report.


3. Work programme (In Private): The Committee considered its work programme including the following motions –

 


 

"That the Committee agrees to undertake an inquiry to examine the options for a legal mechanism for triggering any independence referendum based on principles of certainty and democratic consent within the UK constitutional context". 

The motion was agreed by division (For: Clare Adamson MSP, Keith Brown MSP, George Adam MSP, Patrick Harvie MSP; Against: Stephen Kerr MSP, Jamie Halcro Johnston MSP.)

"That the Committee agrees to undertake an inquiry to examine the issue of freedom of speech and expression within organisations that receive public funding within the context of the Committee’s remit". 

The motion was disagreed by division (For: Stephen  Kerr MSP, Jamie Halcro Johnston MSP;  Against: Clare Adamson MSP, Keith Brown MSP, George Adam MSP and Patrick Harvie MSP.)
