Given the impact that VAT assignment will have on the Scottish Budget, the Committee explored the issue further with stakeholders in a roundtable discussion on Wednesday 13 March 2019.1Finance and Constitution Committee, 13 March 2019.
This petition received two considerations on 21 January 2026 and 11 March 2026. Given the limited time remaining in the parliamentary session, the Committee was unable to undertake further work.

The delegated powers in the Bill at Stage 1 were previously considered by the Committee at its meetings on 5 March and 16 April 2024. The Committee’s discussions focused on the nature of the proposed guidance, and the proportionality and anticipated use of the proposed direction-issuing powers.

The UK Government first introduced the Victims and Prisoners Bill to the House of Commons on 29 March 2023. Second Reading took place on 15 May 2023 and Commons Committee Stage concluded on 11 July 2023.
However, the Cabinet Secretary responded to a question on this during the Ministerial Statement on 3 March 2022 and said there would be no change to the general occupational requirement exception.
