Bail hearings are not appealing, in that they would almost be pre-trials. I can see problems with disentangling conditions for bail and rights to bail from the case itself.You appear to be saying that the legislation is being rushed through because of ECHR.

Some committees might take the view that they do not need to have much involvement in the budget process, but we might take a different view because a substantial health and community care budget is involved.
