The support that we ought to be providing, through on-going training and development of the staff involved, developing manuals and having those tested against quality standards, is not done because local authorities are simply not funded at a level that allows them to do that....
They are also targeted on rural developmentfunds. That is right, but it is my understanding that the agri-environment scheme comes under the wider rural development regulations, and is one of the mechanisms for promoting rural development.

MSBF is separate from Hardship Funds and is targeted, in particular, at students with childcare costs.We have received representations from some institutions seeking greater flexibility in the use of the funds.
The point is that the money will be an important addition to their funding. It will give them an element of flexibility that I believe will be widely welcomed.

We need companies that are publicly owned and funded with strategic investment to develop renewables in Scotland.We spent decades subsidising the nuclear industry because Governments thought—although I did not—that it was strategically important.
