I appreciate that non-dom status has been removed, but how about looking to the World Bank’s advice on our tax system? The fact that our system is so complex means that there is much tax avoidance and fraud, and simplifying the system could reduce the impact of that completely.
That solution, which I suspect Sarah Boyack was referring to, is endorsed by Aberdeen and Grampian Chamber of Commerce, and is that the Government should carry on with the 2022 revaluation, but introduce a valuation date of 1 April 2021.
