There is probably an efficiency built into that, but it clearly is not the best thing for households whose economic circumstances change after the qualifying date in November. At this time of great uncertainty, with a cost of living crisis and a recession, many households’ circumstances may, indeed, change after the qualifying date, but they will receive no support, whereas those who meet the criteria before the qualifying date will get the support.
