In its SPICe briefing on the Programme for Government (PfG) 2025-26, it was noted that “The PfG makes no reference to the National Performance Framework (NPF) or how the measures set out under each of the four priorities will contribute to the National Outcomes which underpin the NPF.”
Whether the behaviour or actions of persons who undertake this activity within a zone could be an offence would depend entirely on the facts and circumstances of each case, and the Scottish Government rightfully cannot interfere in how Police Scotland and the Crown Office and Procurator Fiscal Service discharge their duties9Scottish Government.
