In its Programme for Government for 2025-26, published in May 2025, the Scottish Government outlined four principal areas of focus: growing the economy; eradicating child poverty; tackling the climate emergency; and ensuring high quality and sustainable public services.
The Bill's provisions
The Bill would establish the office of 'Patient Safety Commissioner for Scotland'. The purpose of the new Commissioner is described in the Policy Memorandum1Scottish Parliament. (2022, October 6).
According to the Policy Memorandum (paragraph 26):
"It will establish a public body called Consumer Scotland with the primary objective of providing consumer advocacy and advice.
The population health framework sets out 30 actions, including the promotion of healthy eating, in line with a new two-year implementation plan to improve the food environment, diet and healthy weight.

This Bill considers children to be under 18 and young people to be between 18 and 26.
Pam Duncan-Glancy MSP introduced the Bill because she thinks disabled children and young people need extra support to help them transition to adulthood.
