As noted in the answer to PQ S6W-30096, planned engagement with stakeholders will commence in the next few months. This will include assessing the various views offered in the responses received to the previous Scottish Government consultation on occasional licence policy.

As noted in the ‘Licensing (Scotland) Act 2005 - fee review: consultation responses’ document on the Scottish Government website, some respondents suggested a scalable fee structure. i.e. the level of the occasional licence fee should be dependent on the size of the event.

Short-term settlements from the former UK Government, lack of inflation proofing and reduced capital allocations have resulted in the Scottish Government being forced to take difficult decisions that have negatively impacted our ability to deliver land-based climate change measures such as woodland creation and peatland restoration at the scale required. There is currently no UK Government agricultural funding commitment from 2025.

The UK Government must commit to urgent, meaningful engagement on a sufficient, ring-fenced, multi-year programme funding settlement. The Scottish Government has sought early engagement with the UK Government to work towards a reset in the relationship, with an emphasis on the value of regular engagement and collaboration, while respecting devolution.

The Inter-Ministerial Group for Environment, Food and Rural Affairs (IMG EFRA) met on 16 September 2024, its first meeting with the new UK Government and the first meeting since September 2023. It was a positive meeting between Ministers from the Four Nations with an agreement on a shared programme of work.

The current agricultural funding allocation is a historical percentage based on decades old agricultural production figures. We need to come to a position that provides the long-term assurance required for our respective Agricultural Reform Programmes and to meet our shared nature and climate obligations.

The National Marine Plan 2 (NMP2) will provide the coordinated overarching planning framework for sustainable development. It will incorporate within the planning framework policy developed in relevant areas - such as marine environmental protection, climate change mitigation and adaption, energy and fisheries - and consider the interaction between these policies in planning decisions. This includes the pathway to deliver net zero and the approach to delivering a green recovery established in the Climate Change Plan 2018 – 2032.

The Marine Directorate will explore, with stakeholders, the potential options for spatial policies as part of the NMP2 process, taking into account the need for protection of the marine environment to serve as a strong platform providing opportunities for sustainable development of our existing and growing marine sectors. NMP2 is intended as a high-level strategic framework which would not contain detailed marine spatial plans or measures.

There is a Sectoral Marine Plan supporting offshore wind development, which provides the spatial framework for the sustainable development of this sector in our seas.

The Scottish Offshore Wind Energy Council (SOWEC) is a strategic leadership group that brings together the Scottish public sector and the offshore wind industry. SOWEC has five subgroups that are administered by individual group leads and are tasked with dealing with different industry challenges.

The Scottish Government does not hold a complete list of the Scottish Offshore Wind Energy Council (SOWEC) sub-group members as this is held by individual sub-group leads.

A range of organisations across the sector have been involved to date, including: BP, college sector, Copenhagen Offshore Partners, Crown Estate Scotland, Dundee Council, EDF Renewables, Equinor, ESB, Energy Skills Partnership, Floatation Energy, Forth & Tay Cluster, Fred Olsen, Highlands and Islands Enterprise (HIE), HIE/DeepWind Cluster, Inch Cape Offshore Wind Farm, Mainstream, Muir Mhor, Nadara, Net Zero Technology Centre, Northland Power, Ocean Winds, Orsted, RenewableUK, RWE, Scottish Enterprise, Scottish Renewables, ScottishPower, Skills Development Scotland, Scottish Funding Council, Shell, Simply Blue Group, SSE Renewables, University of Strathclyde and Vattenfall.

The Scottish Offshore Wind Energy Council is a strategic leadership group that brings together the Scottish public sector and the offshore wind industry. The group is co-chaired by the Minister for Climate Action, and Brian MacFarlane of SSE.

Group membership includes: Andrew MacDonald (Innovation Working Group Chair, ORE Catapult), Alex Louden (Innovation Working Group Deputy Chair, Ørsted), Andy Riley (Crown Estate Scotland), Claire Mack (Barriers to Deployment Working Group Chair, Scottish Renewables), David Oxley (Highlands, and Islands Enterprise), Jim Brown (Skills Working Group Chair, Energy Skills Partnership), Lloyd Duthie (Supply Chain & Clusters Working Group Chair, Seaway 7), Mark Baxter (Developers’ Forum Interim Chair, Ocean Winds), Paul Wheelhouse (South of Scotland Enterprise), Reuben Aitken (Scottish Development International) and Suzanne Sosna (Scottish Enterprise).

New chairs for the Developer Forum and Skills Working Group will be appointed before the end of 2024.

Our records indicate that since 2021:

a) The Cabinet Secretary for Health and Social Care has not met with the Migraine Trust.

b) The former Minister for Public Health, Women’s Health & Sport, Maree Todd MSP, met with the Migraine Trust once.

The current Minister for Public Health and Women’s Health, Jenni Minto MSP, has met with the Migraine Trust three times.

c) The Minister for Social Care, Mental Wellbeing and Sport has not met with the Migraine Trust.

Discussions between the former and current Minister for Public Health, Women’s Health & Sport and the Migraine Trust have focussed on the charity’s activities and publications and more generally the improvement of care in Scotland for those with migraine.

The most recent Ministerial engagement with the Migraine Trust was 20 August 2024, when the Minister for Public Health and Women’s Health visited NHS Grampian to learn more about the collaborative project undertaken between the charity and the health board.

The Scottish Government continues to support the Centre for Sustainable Delivery in updating their national headache pathway for Scotland, which was launched last year, which will help to improve care for migraines and headache.

The Scottish Government received no requests for funding to support Migraine Awareness Week 2024. No funding was provided.

As set out in the Scottish Government’s response to question S6W-30400 on 18 October 2024, planned engagement with stakeholders will commence in the next few months. No timescale has been set for concluding this work, but this would be agreed in discussion with said stakeholders.

The aim of Minimum Unit Pricing (MUP) of alcohol is to reduce health harms caused by alcohol consumption by setting a floor price below which alcohol cannot be sold. In particular, it targets a reduction in consumption of alcohol that is considered cheap, relative to its strength. It aims to reduce both the consumption of alcohol at population level and, in particular, those who drink at hazardous and harmful levels. In doing so, it aims to reduce alcohol related health harms among hazardous and harmful drinkers, and contribute to reducing harm at a whole population level.

Public Health Scotland's independent evaluation of MUP, commended by internationally-renowned public health experts, found that evidence pointed to the policy having a positive impact on health outcomes – during the period study it was estimated to have reduced alcohol specific deaths by 13.4% and likely to have reduced hospital admission wholly attributable to alcohol by 4.1%. There was also a finding that MUP was estimated to have reduced alcohol consumption by 3% when compared to England.

Overall, the evidence supports that MUP has had a positive impact on health outcomes, including alcohol-related health inequalities.

The Scottish Government does not have any plans to raise awareness of digital legacies or to make provision for their digital accounts and assets after they pass away. The Scottish Government encourages all individuals to consider taking professional advice and make a will. Digital assets take many forms and will vary from one individual to another. Solicitors are best placed to offer advice tailored to a person’s specific circumstances and the Law Society of Scotland offers training and advice to its members on digital legacies and digital assets.
