To ask the Scottish Government what plans it has to introduce respiratory protective equipment (RPE) to prisons to protect staff from being exposed to toxic fumes when any incidents involving the illicit use of drugs occur.
Answer
The health and wellbeing of those who live and work in our prisons is a key priority for the SPS.
By working closely with partners such as Police Scotland we remain vigilant to the continuously evolving nature of drug use, ensuring that our technology and tactical measures remain current, adaptable, and capable of detecting and preventing drugs from entering our prisons.
We continue to advise staff on safety and risk assessment processes in conducting their duties to minimise the impact and risk of exposure to any unknown hazardous substance. At this time, we do not have any plans to introduce respiratory protective equipment (RPE) to prisons.

The Scottish Government does not collect or hold information on the operational base levels for officers. Officer deployment nationally and locally is quite rightly a matter for the Chief Constable.

To ask the Scottish Government how much has been committed in its 2025-26 Budget to bringing empty homes back into use; how local authorities can access this funding, and how much resource has been specifically allocated to support (a) local authority empty homes officers and (b) the Empty Homes Partnership.
Answer
We will invest £2 million next year financial year to help local authorities unlock barriers, develop a targeted approach and embed empty homes work across their services to bring more privately owned empty homes back into use through the Scottish Empty Homes Partnership project. This builds on our track record of bringing more than 11,000 privately owned homes back into use as warm, safe and secure housing since 2010.

To ask the Scottish Government what recent assessment has been made of the uptake of the Fair Work Framework among employers in Scotland’s (a) offshore oil and gas, (b) offshore wind and (c) maritime industry.
Answer
In the absence of powers over employment legislation, through our flagship Fair Work First approach, the Scottish Government is applying Fair Work First criteria to public sector grants, other funding, and contracts where relevant and proportionate to do so, driving up minimum standards in fair work practices across the labour market. It is for individual funders and buyers to monitor delivery of Fair Work First criteria through their funding and contracting arrangements.
No specific assessment has been undertaken of the uptake of the Fair Work Framework in Scotland’s (a) offshore oil and gas, (b) offshore wind, and (c) maritime industries.
The Scottish Government has committed to undertake an evaluation of Fair Work First in 2025-26, working with the Fair Work Convention and engaging key stakeholders, including the STUC, to understand how effectively this policy is being delivered and what more can be done to strengthen the approach.

To ask the Scottish Government, regarding the Energy Skills Passport launched with the UK Government on 22 January 2025, whether it will make participation in the passport a statutory requirement for developers in the ScotWind process.
Answer
The Energy Skills Passport is an industry-led initiative supported by RenewableUK and Offshore Energies UK, with Scottish Government funding also contributing to its development. The initial version, launched in January 2025, is designed to support individual oil and gas workers by helping them identify transferable skills and training needs to transition into key offshore wind roles. The Passport is focused on workforce mobility between sectors and we will continue to engage with industry and other stakeholders, including trade unions, on its potential roles across Scotland's energy sectors.

To ask the Scottish Government what measures it is implementing or considering to support homeowners in the North East Scotland region who are experiencing property value depreciation due to new energy infrastructure projects in their vicinity.
Answer
Compensation provisions do exist where land, or rights over land, are acquired by compulsion for the development of energy infrastructure under the Electricity Act 1989. However, there is no statutory provision or process set out in the Act to financially compensate those who consider their property value may be affected.
More generally, the Scottish Government continues to use all levers available to deliver sustainable, meaningful and impactful outcomes from the energy transition, informed by the voices of our diverse communities. Voluntary community benefits schemes from renewable energy developments are well-established in Scotland, enabling communities to benefit from their local resources, as well as helping to foster better relationships with the renewables sector. Despite the powers to mandate community benefits being reserved to the UK Government, over £30 million worth of benefits has been offered to communities in the last 12 months supported by our Good Practice Principles. We continue to press the UK Government for mandatory action in this area.

To ask the Scottish Government, in light of the potential number of people who could be eligible for the new national throughcare service for prisoners released from (a) short-term sentences or (b) remand, what criteria or prioritisation methods will be used to determine who receives immediate support.
Answer
The new national service will ensure that an offer of support is available to all eligible individuals who are serving a short sentence (under 4 years), or being held on a period of remand.
As with the current Shine and New Routes Public Social Partnership services, the new service will be voluntary, and individuals will have a choice about whether they wish to sign up to the service.
Dedicated prison-based workers will provide initial support during the custodial environment and will contribute to effective multi-agency pre-release planning. Prior to liberation, individuals will be introduced to their community worker who will provide support on release.

To ask the Scottish Government how it will ensure that (a) it and (b) local authorities are accountable for ensuring that all qualified teachers who wish to work in the profession can find suitable employment opportunities, and what mechanisms it plans to introduce to monitor and report on employment practices for teachers.
Answer
Individual Local Authorities, as employers, are responsible for managing teaching vacancies and providing job opportunities across Scotland.
Teaching vacancies are advertised across Scotland, throughout the year, through a process of fair and open recruitment. Local authorities must balance the teaching jobs they advertise with their local needs and contexts.
The Scottish Government collects and publishes annual data on the number of teachers employed across Scotland’s 32 Local Authorities through the Annual Teacher Census. This data can be accessed at: School education statistics - gov.scot.
The Establishment of an Education Assurance Board, which was part of Scottish Government and local government’s joint agreement published in December 2024, will provide a forum by which we can carry out joint monitoring of employment practices, share best practice and ensure that teacher numbers return to 2023 levels; while understanding and considering local needs and geographical and subject recruitment challenges.

To ask the Scottish Government what steps are being taken to establish effective disciplinary procedures across school estates, including emphasis on the concepts of respect and consequence, and how these procedures will be standardised and enforced.
Answer
Each school should have a relationships and behaviour policy setting out clear expectations of acceptable and unacceptable behaviour, and the responses which staff can utilise. Staff should respond to behaviour in line with this policy. The existing Scottish Government policy framework, including the national policy on exclusion, allows the use of consequences.
This government is committed to doing what it can to provide support and direction at a national level, informed by our national evidence base. Ultimately, it is the responsibility local authorities to decide how to promote positive relationships and behaviour in their schools. We expect local authorities to consider how best to implement our national guidance to meet particular needs and experiences at a local level, identifying areas of local challenge or concern.
As part of the relationships and behaviour action plan, we will be providing clarity on the range of approaches and consequences that are available, including exclusion where there is no appropriate alternative. This guidance is being developed by a sub-group of the Scottish Advisory Group on Relationships and Behaviour in Schools, together with the Head Teacher Taskforce and will be published later this year.

To ask the Scottish Government what regulations and checks are made regarding any local authorities that are seeking to close rural schools, in relation to the veracity of their decision-making processes, including the consultation process.
Answer
Local authorities are responsible for the management of their school estate including decisions about the closure of schools. Local authorities are required by the Schools (Consultation) (Scotland) Act 2010 (“the 2010 Act”) to carry out a full public consultation where they are proposing a permanent school closure.
Local authorities must also undertake specific additional steps when they propose to close a rural school. These include clearly demonstrating that they have considered alternatives to closure, an assessment of the likely impact on the community and impact on travel to school arrangements for local pupils. The local authority must also set out the educational benefit of the closure which is subject to an independent report by HM Inspectors. The local authority must respond to HM Inspectors’ assessment of the educational impact on those affected. If a proposal to close a school is rejected, then the local authority cannot repeat the process for five years, providing stability for the local community. These protections are intended to ensure that local authorities think very carefully before closing a rural school and consult extensively with the local community about their proposal.
Where it appears to Scottish Ministers that the local authority may have failed, in a significant regard, to comply with the requirements imposed on it by the 2010 Act, or to take proper account of a material consideration relevant to its decision they may “call-in” the decision for review by an independent School Closure Review Panel.
