The next steps in the process for the Grangemouth Flood Protection Scheme are to be undertaken by the local authority.

Should Falkirk Council confirm the scheme in its current form and wish to access further Scottish Government funding, it will be necessary to demonstrate that the scheme, in whole or phased elements, is value for money, and assessed against other flood protection schemes across Scotland.

The Scottish Government expects all Boards, to comply with the legislative requirements, and in their role as employers to meet the standards set out in the national workforce policies. All guidance regarding patient health, health care delivery and workforce policies and updates, are communicated to key stakeholders in Boards for dissemination.

These are all published publicly on the NHS Scotland Publications website.

The First Minister most recently met the Chairman of the INEOS Group, Sir Jim Ratcliffe, on 25 April 2025 to discuss the challenges that the INEOS businesses at Grangemouth continue to face.

Addressing violence against women and girls remains a key focus of the Scottish Government through the Equally Safe strategy, which is co-owned with COSLA. The Equally Safe strategy focuses on violence and abusive behaviour carried out predominately by men and directed at women and girls precisely because they are women and girls. It explicitly lays out that to tackle this violence and abuse, we need to prioritise addressing the root causes of gender inequality, challenging outdated stereotypes and societal attitudes that allow violence against women and girls to persist. That is why Equally Safe places emphasis on challenging gender inequality and norms, and the underpinning attitudes that perpetuate and condone such violence. Under the auspices of Equally Safe, we have strengthened the law in relation to violence against women and girls; and we have taken forward a great deal of work to ensure those working in the public sector are equipped with the resource and knowledge to confidently and sensitively work with those affected.

Specifically, we are implementing the Equally Safe Delivery Plan. The delivery plan consists of 14 deliverables and associated actions which represent a commitment to act from partners across the public and third sector at a local and national level. The plan covers the period from Summer 2024 to Spring 2026. This collaborative approach is vital as it is essential that all spheres of society are involved in the work to tackle violence against violence against women and girls. Development of the delivery plan was informed by extensive engagement with our stakeholders, both internally and externally - including with Public Health Scotland, the Improvement Service, those working within the specialist violence against women sector, COSLA and its allied organisations, and the Equally Safe Joint Strategic Board.

Additionally, we have confirmed that the Delivering Equally Safe Fund will be extended into 2025-26, benefiting from a £2.4m uplift, taking the total Scottish Government investment in the Delivering Equally Safe Fund up to £21.6m for the year ahead. The Delivering Equally Safe fund supports the work of the Equally Safe strategy, which underpins Scotland’s approach to preventing and eradicating violence against women and girls. It supports 115 projects from 107 organisations across every local authority in Scotland.

The Scottish Government is clear that abuse, violence, including gender based violence, and harassment of any kind, will not be tolerated in our schools. Misogynistic behaviour was identified as an emerging concern in the 2023 Behaviour in Schools Research, and we are taking forward a range of actions to tackle it.

In 2024, we published a national framework for schools to help tackle sexual harassment and gender-based violence. It was developed by a working group, jointly chaired by Scottish Government, Rape Crisis Scotland, and Zero Tolerance. The framework provides guidance on how schools can address the underlying causes of gender-based violence, particularly gender inequality, and ensure appropriate action is taken in response to specific incidents.

Our Equally Safe Delivery Plan builds a robust and joined up approach to the prevention of violence against women and girls across all education settings in Scotland. In addition, we provide funding to Education Scotland to deliver the Mentors in Violence Prevention programme which engages young people to consider different forms of violence, including negative attitudes and behaviours to help them understand and speak out against gender-based violence, bullying, abusive and violent behaviour, as well as being able to safely challenge the negative societal attitudes and assumptions which underpin this behaviour.

No One Left Behind is the approach to devolved employability support between Scottish and Local Government, which empowers Local Employability Partnerships to lead the design and delivery of services in each Local Authority area. These services are influenced by local need, and guided by co-produced national products in areas that require consistency, such as the Employability Service Standards, the Customer Charter, and the Shared Measurement Framework. Local Authorities may supplement funding provided through No One Left Behind with resources from other sources.

The Scottish Government collects and publishes experimental statistics on outcomes linked to the No One Left Behind strategic approach. These include the cumulative number of participants supported into employment, and the number of individuals who have sustained employment for defined time periods. The most recent statistics for Scottish Government funded employability support are available at: Scotland's Devolved Employment Services statistics - gov.scot.

The Scottish Government does not currently publish estimates of costs per sustained employment outcome for No One Left Behind at either Scotland or Local Authority level.

My officials met with the Driver and Vehicle Standards Agency (DVSA), an agency of the UK Government, on 5 February 2025. Topics discussed included actions being taken to alleviate driving test waiting times and issues surrounding the use of bots to book and upsell driving tests to learners.

These issues are unacceptable and I welcome the actions announced on 23 April 2025 by the Department for Transport’s Secretary of State, Heidi Alexander MP to rectify the situation.

My officials met with officials from DVSA again on 6 May 2025 to discuss further the actions announced, and will be meeting with them quarterly going forward.

The Scottish Government has considered the Grangemouth Refinery’s historical financial performance and, from the information available, has concluded that the asset is loss-making with significant capital investment required to retain operations.

Noting the fiscal constraints within which Scottish Ministers are required to operate, such an intervention would require the UK Government to intervene.

I continue to call on UK Government to leave no stone unturned to ensure a long term and sustainable future is secured for those who work and live at Grangemouth.

Depending on the circumstances of the case, financial contributions in connection with planning consent may be secured either by conditions or by planning obligations. The use of both planning conditions and obligations is subject to a series of tests: the former contained in Scottish Government Circular 4/1998; the latter in Circular 3/2012. In summary, the tests provide that any financial contributions must be necessary, relevant to planning, relevant to the proposed development, and reasonable in all other respects. These are matters of judgement for the relevant decision maker, whether the Scottish Government or local authority.

The statutory responsibility for delivering, commissioning and providing appropriate social care services at a local level lies with local authorities and Health and Social Care Partnerships taking account of local population needs. However the Scottish Government understands the growing concerns about the challenges around the availability of social care services, particularly in rural areas, and is committed to developing a sustainable health and social care system that ensures people get the right care, at the right time, in the right place.

That is why the 2025-26 budget includes over £15 billion for the Local Government Settlement and almost £2.2 billion for social care and integration – exceeding our commitment to increase funding by 25% by almost £350 million. At £21.7 billion, the overall financial envelope for Health and Social Care also reached record levels.

Furthermore in the Programme for Government 2025 to 2026, we have committed to ensuring that social care workers, who are delivering direct care in commissioned services, continue to be paid at least the Real Living Wage.

We do however recognise the considerable current financial pressures facing the care home and wider social care sectors. These pressures have been significantly compounded by decisions taken by the UK Government, such as the increase in employers National Insurance contributions (eNICs) and changes to the social care visa system and salary threshold levels.

The Scottish Government and COSLA continue to press the UK Government to fund the impacts of these changes on Scottish public services in full; this includes the vital services provided on behalf of local authorities by social care providers in the private and third sectors.

The Scottish Government is undertaking a programme of work to understand and respond to these pressures facing the sector. This includes a new social care Financial Viability Response Group, which has met weekly since February 2025 and comprises sector representatives such as Scottish Care, Coalition of Care and Support Providers in Scotland (CCPS), Care Inspectorate and local leaders.

As well as this I, alongside the COSLA Health and Social Care Spokesperson, jointly host a monthly roundtable meeting with sector partners to consider the potential impacts of the eNICs and financial viability pressures on the social care sector.

That work is ongoing, but the Scottish Government is committed to working closely with partners to continue to identify the pro-active steps that can be taken to mitigate these impacts, protect services and support the people in receipt of care.
