The four Health Boards providing regional services to those with Duchenne muscular dystrophy (DMD) have now started to contact all families with children eligible under the national early access programme to set out the timelines involved. In addition, the Chief Pharmaceutical Officer has been assured that the consultants have reviewed all those who are eligible to ensure fair and equitable access across Scotland.

The Scottish Government is committed to ensuring that all people living in Scotland with long term conditions including Chronic Kidney Disease (CKD) are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

The Scottish Government operates two schemes to pay compensation to people who have suffered a miscarriage of justice: the statutory scheme and the ex gratia scheme.

The statutory scheme applies where a person's conviction has been reversed on appeal made ‘out of time’ and the appeal was successful because a new fact shows beyond reasonable doubt that there has been a miscarriage of justice. The ex gratia scheme applies where a person has spent a period of time in custody following wrongful conviction or charge and the wrongful conviction or charge was either the result of serious default on the part of the police or another public authority, or there are other exceptional circumstances justifying the payment of compensation. As such, while it is a condition of eligibility for the ex gratia scheme that the applicant has spent a period of time in custody as a result of wrongful charge or conviction, it is not a condition of the statutory scheme that the applicant was imprisoned for the offence for which they were wrongfully convicted.

Because of the small number of people to whom compensation has been paid to over this time period, there is a risk that information about the amounts paid to individuals could be identified from information about the number of individuals who received compensation in a given year, together with the amount of compensation paid in that year. Within this context, information is provided split into two five year periods.

In the period 2015-16 to 2019-20, five people have been paid compensation under the statutory and ex gratia compensation schemes with the amount paid totalling £1,196,259.

In the period 2020-21 to 2024-25, two people have been paid compensation under the statutory and ex gratia compensation schemes with the amount paid totalling £1,995,468.

The Ireland Scotland Joint Bilateral Review 2021-25, co-produced by both Scottish and Irish governments, recognises the strong cultural and people-to-people links between the two countries and commits to strengthening these.

The funding from the Scottish Government to Belong To in Ireland is a contribution to the Empowering Voices project, which is also supported by the Welsh Government and British Council. The project is coordinated by Belong To (Ireland), and involves LGBT Youth Scotland (Scotland), Education Authority (Northern Ireland), The Proud Trust (England), and Viva LGBT+ (Wales). The project provides a platform for young LGBT+ people from each of the five nations to share their lived experiences.

We are committed to upholding human rights and enabling people who lack capacity to live well, with choice and control over their own lives, as well as any care, treatment, or wider assistance they might need. We are grateful to those who responded to our Adults with Incapacity (AWI) consultation last year, the analysis of which was published in January 2025. We are now moving from consultation to collaboration and will establish an AWI Expert Working Group and Minister-led Oversight Group to understand policy, practical and resourcing implications more fully ahead of legislative reform. One of the key areas for further development, drawing on the valuable feedback already gathered, will be Supported Decision Making.

The decision to offer home dialysis to patients is primarily a matter for NHS Boards. As detailed in my answer to question S6W-37695 on 27 May 2025, we have acted to address any financial disincentives to the patient by the agreement of a national policy across NHS Boards to reimburse patients for the additional electricity costs of home dialysis.

The provision of patient record systems remains the operational responsibility of Health Boards, but at a national level I can confirm it is our intention to launch the first version of a personalised digital health and social care service from December 2025. This was set out in the answer to question S6W-30875 on 11 November 2024.

The Scottish Government emphasises that this provides citizens with access to their own health and care data and accordingly will address the desire across Scotland for individuals to have access to a single shared patient record.

It is important to recognise that implementation of the service for our workforce, will build on our current Clinical Portal system, which currently enables many Health Boards across Scotland to have access to health information as part of the integrated record. We highly recognise the importance of ensuring staff have access to the correct patient information where required, and we continue to improve this through development of our National Digital Platform, which enables the storage and integration of data for digital services that are public facing. We have also applied our learning collated from the use of the Clinical Portals, and we will continue to collate and apply intelligence gathered to our ongoing development of Integrated Records.

Although widespread across all ages and demographics, data tells us that disabled people, young people (16-24), people over 75 and those on low incomes are now the most at risk of social isolation and loneliness. To support the delivery of our Social Isolation and Loneliness Delivery Plan, we are providing £3.8m over three years to 53 community projects across Scotland through the Social Isolation and Loneliness Fund that is providing opportunities for people to connect. At the end of year one projects reached 11,293 individuals with a focus on priority groups most at risk of social isolation and loneliness. We also provide funding to Befriending Networks, who support befriending services across Scotland, and currently have 118 Scottish members.

We recognise that being physically active is one of the very best things we can do for our physical, social and mental health and we want to ensure that everyone has the opportunity to be active, regardless of their circumstances.

Our Physical Activity For Health Framework, published in October 2024, describes our evidence-based approach to achieving our vision of a Scotland where more people are more active, more often. Participation in walking sport is one way in which people can be more active and we recognise the important role of Walking Football Scotland in providing walking football opportunities across Scotland.
