The Scottish Government has no plans to undertake a national hedgehog census in Scotland.

Hedgehogs are protected in Scotland under the Wildlife and Countryside (Scotland) Act 1981. Alongside this legal protection, steps are being taken to halt the decline of hedgehogs in our towns and cities including the promotion of green space and green networks.

It is important to recognise that hedgehogs exist in some parts of Scotland where they are a non-native species. In those areas, such as South Uist, work is being done to manage the population through methods such as trapping and translocation.

The Scottish Government is committed to working with partners to continue to grow the community and local energy sector and ensure the delivery of renewable energy comes with benefits for people in Scotland.

On 17 October the Scottish Government signed a Joint Vision Statement with the UK Government which set out a commitment to work together to explore opportunities for GB Energy to support community and local energy in Scotland. This includes considering the role of the Scottish Government’s Community and Renewable Energy Scheme (CARES).

In line with this Vision Statement, the Scottish Government continues to work with the UK Government to explore opportunities, including for local authorities in Scotland, offered by the Local Power Plan. The Scottish Government looks forward to working with local authorities to ensure that opportunities arising from the Local Power Plan are maximised for local communities.

The Scottish Government is committed to ensuring that all people in Scotland living with Inflammatory bowel diseases (IBD), including Crohn's disease and ulcerative colitis, are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

Significant additional activity is already underway following the allocation of £30 million funding to target reductions to the national backlogs that built up throughout the pandemic. This includes over 40,000 extra diagnostic procedures.

Our Endoscopy and Urology Diagnostic Recovery and Renewal Plan has so far delivered four mobile endoscopy units across Scotland, providing 5-6 additional endoscopy rooms, and a Dyce facility to provide additional endoscopy procedures for NHS Grampian. Additionally, the national endoscopy surveillance framework, introduced in February 2022, has been implemented in all Health Boards.

We have also funded the Modernising Patient Pathways Programme (MPPP) with a specific workstream continuing to promote improvements in IBD care which is being taken forward through the MPPPs National Gastroenterology Speciality Delivery Group (SDG). They have developed a national IBD pathway for NHS Scotland which is due to be published imminently.

In addition, the Gastroenterology SDG is developing a lower gastrointestinal pathway which will provide primary care guidance about testing and diagnosis for people with IBD and Coeliac Disease in Scotland.

The Scottish Government recognises the importance of emerging chemicals of concern, such as prescription pharmaceuticals and works closely with Scottish Water and the Scottish Environment Protection Agency (SEPA) to develop further understanding and take appropriate action in this area.

Scottish Water have a number of activities either ongoing or in development including a sampling programme at selected treatment works to quantify the impact of real time control on treatment of substances of emerging concern, including pharmaceuticals and a process optimisation trial to see whether better removal of steroids can be achieved at Activated Sludge Treatment Plants.

Scottish Water also directly funds research in this area including two PhD projects at Glasgow Caledonian and Robert Gordon Universities which look at reducing anti-microbial resistance and the treatment potential of septic tanks for pharmaceuticals. A further study is also underway to investigate how different pharmaceuticals degrade and change during wastewater transport to enable more accurate prediction of pharmaceutical concentrations in waters around Scotland.

Scottish Water is also a member of the One Health Breakthrough Partnership, which is funded by the Scottish Government and brings together key stakeholders across the water, environment and healthcare sectors who are committed to addressing pharmaceutical pollution in the environment through source control. The project has produced the first open access interactive tool: Pharmaceuticals in the Environment (sepa.org.uk) in the UK to combine national environmental and prescribing data with data for 60 medicines detected in river water, raw wastewater and treated wastewater. The tool is used to explore and develop appropriate and sustainable solutions to reduce the discharge of pharmaceuticals to the environment.

The national electricity framework covers circa 300 organisations across Scotland, covering all sectors – Local Government, Central Government, NHS, Universities and colleges. Any energy supplier needs to have the capacity to supply and service all organisations by providing the ability to pre-purchase electricity and also provide a billing service.

The mix of energy used is the suppliers decision, the energy mix cannot be decided by Scottish Procurement.

The community energy element was not raised as a requirement in the scoping of the procurement strategy which is developed by the framework users, who are representatives from across the public sector.

The strategy for the provision of electricity under the national framework agreement was developed and agreed in partnership with the User Intelligence Group (UIG). The UIG consists of representatives from across the public sector and they define the core purpose of the procurement and set out the key deliverables. In this case the core requirement was that the provider should be capable of delivering electricity supply and service to over 300 customers. Continuity of supply is a critical element and taking into account the requirement and the risks associated with supply, the UIG agreed that the framework should be tendered as a single supplier agreement. The energy supplier must have the capacity to supply and service all organisations by providing the ability to prepurchase electricity and also provide a billing service.

If a framework customer wishes to source certified renewable supplies, then they could do this. However any agreement between a customer and an additional supplier would be out-with the framework and its terms.

We have noted the latest Energy Transition survey report published by Aberdeen and Grampian Chambers of Commerce. Offshore oil and gas licensing and consenting, as well as the associated fiscal regime, are currently reserved to the UK Government. We continue to call on UK Government to listen carefully to the concerns being expressed by businesses around risks to jobs and investment in the transition.

The Scottish Government, along with the other UK nations, relies on advice about screening programmes from the UK National Screening Committee (UK NSC), an independent expert advisory group.

Population screening for prostate cancer was last reviewed by the UK NSC in November 2020 when they concluded that the benefits of screening did not outweigh the potential risk of harm. As you may be aware, I have recently written to the UK NSC to ask them to review this matter again. The UK NSC chairman, Sir Mike Richards, has responded with assurance that this issue is a high priority for the Committee.

I am also encouraged that a large-scale study (TRANSFORM) has been launched to provide valuable evidence, looking at potential innovative screening methods and recruiting hundreds of thousands of men for the research. The UK NSC have committed to assessing evidence as it is published throughout the trial, and this will inform any future recommendation.

Should a recommendation be made to introduce prostate screening, the organisations that oversee screening will advise Scottish Ministers on how to take that recommendation forward.

In the meantime, men and those with a prostate who are concerned they have possible symptoms should speak to their GP. There is a list of symptoms available on the NHS website: Prostate cancer - NHS (www.nhs.uk).

Men aged 50 or over can also discuss taking a PSA test with their GP, even if they do not have symptoms.

The Scottish Government is committed to working in partnership with business and industry to deliver a just transition for Scotland’s valued oil and gas sector, which recognises the declining nature of the North Sea basin and is in line with our climate change commitments.
