It is the statutory responsibility of local authorities to manage and maintain the school estate across Scotland. The Scottish Government asked local authorities to detail any ventilation mitigations or remedial action arising throughout the CO2 monitoring exercise. Areas of potentially poor ventilation should be identified by reference to the Scottish Government’s Reducing Risks in Schools Guidance, which makes clear at what level of CO2 concentration remedial action should be considered.

To date, local authorities have reported only limited instances of remedial action being required in their learning estates.

We want to ensure that wherever women seek menopause support, they get the care that they need. Menopause care is provided in different settings and in a variety of ways, in both primary and secondary care. We do not currently have the data to be able to accurately describe the variety of sources of menopause care in Scotland.

A key aim of the Women’s Health Plan is to ensure that when required women will have timely access to menopause support and services, be that though primary or specialist care.

To help achieve this we will provide access in each primary care team to a healthcare professional who has a special interest in menopause. We will also provide a specialist menopause services in every NHS Board – including a buddy system where sub specialisation is impractical.

We will be working closely with NHS Boards in order to progress these actions which will also enable us to build a comprehensive picture of the delivery of menopause care in Scotland.

Data on the number of people who have attended for menopause care in NHSScotland are not routinely available.

There are no plans to undertake an immediate metastatic breast cancer audit. Our focus currently remains on maximizing available clinical capacity to see patients. Our £114.5m National Cancer Plan has a range of measures aimed at benefitting all cancer patients, including implementation of a single point of contact resource that will support patients throughout their pathway, and after discharge, including those with secondary breast cancer. We are however giving further clinical consideration to possible audit work in this area while recognising the ongoing severe pressures in our NHS.

The provisions of the National Parks (Scotland) Act 2000 enable the Scottish Ministers to make a formal proposal to establish a new National Park. We are aware that there are several areas which may be interested in obtaining National Park status. There is therefore a need to have an initial non-statutory evaluation process to determine what area or areas should be subject to a formal proposal. This evaluation process will be fair and transparent and stakeholders will be closely involved in developing it.

Further, section 3 of the Act allows the Scottish Ministers to require NatureScot, or another public body with relevant expertise, to report to Ministers on a proposal for a National Park. The reporter appointed under section 3, as part of preparing the report, must consult with every local authority and community council whose area (or part of whose area) is within the area to which the proposal relates, persons the reporter considers are representative of the interests of local residents and businesses, any other persons as the reporter thinks fit.

We are engaging HM Treasury and HMRC to ensure that VAT is not applied to deposits charged under Scotland’s Deposit Return Scheme (DRS). Any cost associated with VAT would be part of the operating costs of DRS, and would be borne by drinks producers in line with the principle of producer responsibility.

The precise practical steps that each local authority took to conduct ventilation assessments of learning teaching and play spaces depended on the type/model/brand of CO2 monitors that the local authority used. Local authorities were asked to undertake assessments by reference to the Reducing Risks in Schools Guidance, which sets out the levels of CO2 that should be used to identify and prioritise spaces for improvement.

Details on individual assessments are held by local authorities. However, local authorities were asked to provide the Scottish Government with information on any ventilation mitigations or remedial action arising from the CO2 monitoring exercise. Local authorities have to date reported only limited instances of remedial action being required in their learning estates as a result of initial CO2 monitoring. Where actions have been required, they have most often been simple measures.

The Scottish Government do not hold the data on individual CO2 assessments, this is held at a local authority level.

However, I wrote to the Education, Children and Young People Committee on Friday 29 October 2021 and provided a comprehensive factual update on the latest position relating to the CO2 monitoring assessments being carried out by local authorities.

The Scottish Government confirmed a total of £10m funding allocations to local authorities in its grant letter on 14 October 2021. The funding allocations for all local authorities have been agreed and grant payments will be made in line with standard processes and timelines. Local authorities have confirmed that they have been progressing their purchases of CO2 monitors on the basis of confirmed funding allocations. We have requested formal confirmation by the end of November that all funding provided has been, or will be, used for the specified purposes.

The Scottish Government has made more than £9 million available to Health Boards this year for diagnostic imaging and is currently supporting additional X-ray appointments during evenings and at weekends. This service is being delivered while maintaining patient safety and flow through departments, as well as preserving infection prevention control measures at all times.

Moving forward we have recently published the NHS Recovery Plan, which is backed by more than £1 billion of investment and aims to improve service delivery and increase capacity, in order to tackle the regrettable backlogs that have emerged as a result of the pandemic.
