COVID-19 recovery funding is provided via the Network Support Grant Plus and paid as a pence per kilometre rate for each kilometre actually run. Funding is provided by advance payment on forecasts and then payment is adjusted after the scheme ends in October to ensure the final payment reflects actual services operated. This will include recovery of any funding paid to operators for services that did not operate. The scheme has not yet ended so no reconciliation or payment recovery from operators has yet taken place.

There have been no meetings between Scottish Government Ministers and Uber in the current parliamentary term. The former Minister for Transport and Islands, Mr Yousaf, met with Uber on two occasions on 20 April and 10 October 2017. Topics discussed included congestion, licensing, car-pooling, electric vehicles, and rural accessibility.

The average apartment rental charges have not been routinely published up to this point as we have considered this an operational matter. Figures are updated each year in line with CPI inflation figures and grant calculations are shared with social landlords before the purchase of a property is agreed. Going forward, the publication of annual rental charges will be looked at as part of the wider scheme review.

I refer the member to the answer to question S6W-10243 on 7 September 2022 which shows the number of successful applications to the Home Owners Support Fund in the last 6 years. Where a social landlord acquires a property through the scheme, the homeowner will remain in their home on Scottish Secure Tenancy terms. The Scottish Government does not collect data on homeowners’ circumstances after their application has successfully concluded.

Under current arrangements, applications to sponsor or host under the Homes for Ukraine scheme are made to the UK Government, and processed by the Department for Levelling Up, Housing and Communities and Home Office.

The UK Government regularly publish data relating to the Homes for Ukraine scheme, but has not published data on host or sponsor applications or withdrawals. The Scottish Government has provided funding to bus operators through a number of grants during the last five years. Information on the amount of funding provided to bus operators per year is provided for the following funds: Bus Service Operators’ Grant, Scottish Bus Emissions Abatement Retrofit Fund, Scottish Green Bus Fund, Smart Pay Grant Fund, Covid Support Grant, Covid Support Grant - Restart, Scottish Ultra-Low Emission Bus Scheme, Scottish Zero Emission Bus fund, Network Support Grant and Network Support Grant Plus.

Transport Scotland actively publishes monthly details of all items of expenditure of a value of £25,000 or over. This information is available at Expenditure | Transport Scotland . Partial information is provided for 2022 but may be subject to change by the end of the financial year, for example where funding is provided subject to a financial reconciliation taking place later in the year to adjust final funding levels.

While employment law remains reserved to the UK Government, we will use our Fair Work policy to promote fairer work practices across the labour market in Scotland, including within the renewable energy sector.

We have concluded a public consultation on the action needed for Scotland to become a leading Fair Work nation by 2025. We will publish a refreshed Fair Work Action Plan this year, incorporating the views from our public consultation, and focusing on minority ethnic and disabled people’s employment and the gender pay gap.

Fair Work is a key driver for achieving sustainable and inclusive economic growth and a wellbeing economy. Through our flagship Fair Work First policy we are using the Scottish Government’s financial powers to drive fair work practices and achieve our ambition for Scotland to be a leading Fair Work Nation by 2025.

Through the landmark Bute House Agreement, we will strengthen Fair Work conditionality. We will introduce a requirement on public sector grants recipients to pay at least the real Living Wage to all employees and to provide appropriate channels for effective workers’ voice, such as trade union recognition, subject to limits on devolved competence.

In the National Strategy for Economic Transformation we have also committed to work with employers and trade unions in sectors where low pay and precarious work can be most prevalent to deliver sectoral Fair Work agreements, that deliver payment of the real living wage, better security of work, and wider "Fair Work First" standards.

The Scottish Government will be releasing data on matching progress for super sponsor visa holders in the coming weeks.

Trade unions are key partners in delivering our economic and social aspirations. We will continue to promote strong trade unions and collective bargaining arrangements in all sectors, including the renewable energy sector. We have made a clear commitment to promote collective bargaining through the inclusion of an employee voice indicator, measured by collective bargaining coverage, within the National Performance Framework.

We also work closely with Scottish Renewables, the trade body for Scotland’s renewable energy industry.

Scottish Renewables played an active role in the development of the Climate Emergency Skills Action Plan (CESAP) which explores issues such as skills development and staff retention in many industries including Energy. Through CESAP’s Implementation Steering Group we engage with both employers and their workforce as they move through the just transition to net zero. We will continue to engage with partners to deliver the Climate Emergency Skills Action Plan (CESAP) and will move forward with improvements to the Green Jobs Workforce Academy.
