The Scottish Government’s Senior Responsible Owner (SRO) for the Emergency Services Mobile Communications Programme (ESMCP) attended the Home Office ESMCP Programme Board on 22 March 2023.

Bullying of any kind is unacceptable and must be addressed quickly and effectively. Our national approach to anti-bullying, Respect for All , provides guidance on, including an explicit commitment in relation to prejudice based bullying. All schools are expected to develop and implement an anti-bullying policy, which should be reviewed and updated on a regular basis.

Each local authority is responsible for the care, safety and welfare of pupils in school in the authority area. All adults who work in schools have a responsibility to ensure the mental, emotional, social and physical wellbeing of the children and young people in their care, including those with disabilities and hearing impairments.

The Scottish Government does not collate the number of bullying incidents at a national level. In 2019, in support of the Respect for All approach, the Scottish Government introduced a consistent approach to recording and monitoring incidents of bullying across all schools in Scotland and guidance was published. All schools and local authorities are expected to use this approach. Recording and monitoring locally helps organisations identify recurring patterns, which enables early intervention and appropriate support at a local level.

In February 2023 Education Scotland published the results of a thematic inspection of recording and monitoring bullying incidents in schools. We take the findings of that report very seriously and have put in place a range of actions immediately to respond. This includes beginning a review of the national anti-bullying guidance, Respect for All , which will include further consideration of the current guidance on prejudice-based bullying.

Liberty Steel Dalzell is currently meeting ongoing interest payments on the outstanding loan, and Scottish Enterprise continues to work closely with the Company and its parent to secure full repayment as soon as possible. This is, however, a complex situation with multiple commercially sensitive dependencies.

There has been no call on the Lochaber guarantee and therefore no public expenditure has been incurred. The Scottish Government securities are valued at more than the outstanding amount Guaranteed.

There is regular engagement at all levels between Scottish Government and Forestry and Land Scotland (FLS) and this will continue for the remainder of the financial year 2023-24. This includes regular dialogue between Ministers and the FLS CEO. FLS’s second Corporate Plan (2022 – 2025) was published on the 01 April 2022, this sets out the direction of travel for the organisation and priorities for the three-year period, including 2023-24.

The FLS Business Plan sets out the main actions that the organisation we will take over the period 1 April 2023 - 31 March 2024 to deliver the commitments and outcomes identified in their Corporate Plan. Ministers approved that plan in March 2023.

Like all Scottish public bodies, FLS receive relevant guidance documents from the Scottish Government. For example, FLS have received a copy of the Public Sector Pay Strategy 2023-24 and a copy of the Fair Work First Guidance.

The Scottish Government is fully committed to tackling serious and organised crime and strongly condemns the illegal practice of ‘cuckooing’ and the subsequent misery it causes victims.

The Scottish Government does not hold information on the operational intelligence on incidents involving cuckooing. This information should be requested from Police Scotland directly.

The Scottish Government is working with partners on the Serious Organised Crime Taskforce to disrupt cuckooing and County Lines networks.

CalMac are focussing their efforts on the Ar Turas Go-Live event. However, TS officials have had an initial meeting with CalMac to investigate potential options for eBooking of multi-journey tickets. This is at an early stage. It is important to note the wider benefits that the Ar Turas System will bring for both customers and staff.

Wider fares policy will be considered as part of the Islands Connectivity Plan and future fares options will be considered through that process.

The total number of adults who have participated in NHS GDS has increased by 45.6%, from 1,902,885 in 2007 to 2,788,692 in 2019.

However, the participation rate is the proportion of the registered population who have seen a dentist in the last two years. The participation rate is therefore also influenced by the number of people who are registered for NHS dental services. The number of adults that were registered for NHS dental services between 2007 and 2019 has increased by 118.4%

The total number of children who have participated in NHS GDS has increased by 17.6%, from 693,307 in 2007 to 815,317 in 2019.

However, the participation rate is the proportion of the registered population who have seen a dentist in the last two years. The participation rate is therefore also influenced by the number of people who are registered for NHS dental services. The number of children that were registered for NHS dental services between 2007 and 2019 has increased by 35.4%
