We are aware of Aberdeen Council’s decision and acknowledge how difficult this is for the libraries, their staff and the communities they serve. The Scottish Government places great importance on public libraries and we believe everyone should have access to library services. As set out in response to S6W-16124 , l ibrary policy is devolved to local authorities, who have a statutory duty to ensure there is adequate provision of library services for their residents.

We recognise the financial challenges that local government are facing and the difficult choices they had to make to balance their budgets. In the most challenging budget settlement since devolution the Scottish Government is providing nearly £13.5 billion in the 2023-24 Local Government Settlement. Following the flat-cash position set out in the Resource Spending Review, we have listened to councils and are now increasing the resources available to Local Government next year by over £793 million.

In 2023-24, Aberdeen City Council will receive £436.9 million to fund local services, which equates to an extra £27.1 million to support vital day to day services or an additional 6.6 per cent compared to 2022-23.

We have committed to a pilot of free school meals in secondary schools to inform our consideration of further expansion, and will work with delivery partners to identify appropriate schools to take part in the pilot.

Scottish fisheries does not have a historic record of targeted commercial sea bass catches in the Solway Firth. Accordingly Marine Scotland does not conduct assessments or provide advice on sea bass stocks in the Solway Firth.

The methods used to treat sewage is a matter for Scottish Water to consider to ensure regulatory standards are met in an efficient manner. I refer the member to the answer for S6W-16184 on 11 April 2023 for further information on the discussions regarding the potential presence and impact of pharmaceuticals in water.

In line with the 2021 Programme for Government commitment, the Ministerial Working Group on Policy Coherence for Sustainable Development (PCSD) reconvened and met on 29 June 2022. Going forward, the Ministerial Working Group will support and input to the Wellbeing and Sustainability Bill scheduled to be introduced in 2024 under the stewardship of the Deputy First Minister.

It should be noted the Working Group, apart from being Chaired by the Minister for Culture, Europe and International Development, has no fixed membership as Ministers are invited to attend as, and when, areas within their ministerial portfolios are discussed. Our approach is for responsibility for PCSD and its delivery to reside across all Ministerial portfolios, with the Group providing Ministers with the opportunity to reflect on how their portfolios shape and influence these issues, and what is required to improve policy coherence, not just within but across portfolios.

ScotRail has confirmed that 422 train carriages across the fleet have the capacity to store bicycles which equates to 1,506 spaces for bikes available on ScotRail trains.

Crown Estate Scotland are responsible for the Innovation and Targeted Oil and Gas (INTOG) leasing process. The INTOG leasing process is still ongoing.The first agreement stage in the leasing process, the offer of exclusivity agreements for offshore wind development rights over an area of seabed, was announced on 24 March 2023.

Scottish Government and Crown Estate Scotland are progressing the next stage of the joint planning and leasing process for INTOG. Scottish Government is committed to the sustainable management of Scottish seas. The on-going planning process will consider the potential impact of INTOG on the marine environment and other marine sectors. Following conclusion of the planning process in 2024, INTOG projects will be offered Option Agreements, the next stage in the leasing process.

As a matter of general good practice, any initiative such as INTOG would be evaluated following its completion to identify any lessons learned.
