General guidance for local authorities to administer and manage the Private Landlord Registration scheme was issued in 2009: https://www.gov.scot/publications/registration-private-landlords-guidance-local-authorities/pages/1/ .

This was updated in 2017 to provide statutory guidance for local authorities regarding the effective regulation of landlord registration: https://www.gov.scot/publications/landlord-registration-statutory-guidance-local-authorities-2017-statutory-guidance-local/ .

We are preparing further guidance, in consultation with local authorities, that we expect to be issued later this year.

The Resource Spending Review included commitments to hold the total public sector pay bill (excluding Local Government) at around 2022-23 levels whilst returning the overall size of the public sector (excluding Local Government) broadly to pre-COVID-19 levels. The overall aim was to ensure sustainable public bodies.

Following further analysis and engagement, our proposal on how we achieve sustainable public bodies evolved and in the 2023-24 Budget, we set out that it is for individual public bodies to locally determine the target operating model for their workforces and to ensure workforce plans and projections are affordable in 2023-24 and in the medium term. This approach recognises the accountability of public bodies to deliver efficiently and effectively within their budget and that budget allocations reflect our priorities.

Our Public Sector Pay Strategy for 2023-24 published on 22 March 2023, recognises that pay and workforce must, more than ever, be explicitly linked to both fiscal sustainability and to reform, to secure the delivery of effective public services over the medium term. It set out that bodies may need to consider the size and shape of the workforce to ensure affordability, alongside opportunities around, for example, digital reform, revenue generation, estates rationalisation and improved procurement and that where a reduction in workforce is required, we would expect this to be through natural turnover wherever possible given our on-going commitment to No Compulsory Redundancies. There are no centrally set targets.

The Scottish Government’s Ministerial Population Taskforce recognises the significance of long-term projected demographic change and since publishing the Population Strategy in 2021, it has focused - across government, and with local and regional partners – on ensuring Scotland’s population profile provides a platform for sustainable and inclusive economic growth and wellbeing.

The Retail Strategy Steering Group was established to guide the content and recommendations of the Retail Strategy and operated for the duration of the strategy’s development.

The Steering Group was Chaired by the then Minister for Public Finance, Planning and Community Wealth, Tom Arthur, and was made up of members from bodies across Trade Organisations, Public Sector Bodies, businesses, and Trade Unions whose expertise and insight helped to shape the Retail Strategy. Actions and recommendations arising from the Steering Group were progressed through a number of thematic workstream groups chaired by members of the Steering Group and comprised of business, policy, and delivery experts.

Three workstreams were identified – People, Place and Sector, which transformed into a set of actions within the Retail Strategy. Following the publication of the Strategy in March 2020. An Industry Leadership group was established to drive and support the delivery of these actions. This group has agreed an outline Delivery Plan, identifying the group’s priorities as well as a critical review process and timelines for measuring success.

The Scottish Government continues to work in partnership with the sector, trade unions and employees, whose experiences are crucial, to help the retail sector in Scotland become an exemplar for inclusive economic growth and play its part in creating a wellbeing economy and a fairer, greener, and stronger Scotland.

The Coronavirus (Recovery and Reform) (Scotland) Act 2022 was passed in June 2022. As part of learning lessons from the Covid pandemic, the Act updates the statute book to permanently embed reforms in Scotland’s public services. Although these were originally necessitated by the pandemic, they have delivered improvements for service users and improved efficiency. The Act also ensures that Scottish Ministers are able to respond swiftly and appropriately to future public health threats, by making permanent those powers that played a particularly significant role in managing the response to the Covid pandemic.

The Act also includes a Schedule of temporary justice measures, which are due to expire on 30 November 2023 and can only be extended if the Parliament agrees. Under the terms of the Act, Ministers must review the operation of each temporary measure before it expires, to inform a decision on whether it should be extended for a further year. If seeking any extension, Ministers must lay regulations to amend the expiry date, alongside a statement setting out the findings of the review, allowing for full parliamentary scrutiny.

There are no plans to repeal The Act itself The Coronavirus (Recovery and Reform) (Scotland) Act 2022 is not emergency legislation, it has been through the full Bill process, and thorough pre-legislative scrutiny. There is no statutory requirement for the permanent provisions in the 2022 Act to be reviewed.

The Scottish Government welcomed the report of the Economy and Fair Work Committee and agrees with the recommendations to focus on coordination, partnership working and long term funding.

The Scottish Government is working with COSLA, local government and partners including Scotland’s Towns Partnership to deliver our joint Town Centre Action Plan (TCAP) to support transformation of our town centres and promote our Town Centres First approach. TCAP sets out a range of cross sectoral and cross policy actions under the priority themes of better planning, taxation, town centre living, enterprising communities, climate action, digital skills and support, funding and demonstrator towns.

We recently established with COSLA the Town Centre Action Plan Forum to bring together expertise from local government and public, private and third sector partners to help progress key actions.

Regular informal meetings were held with Places for People Developments and officials in More Homes Division during that period to discuss progress on the Affordable Housing Supply Programme projects they were delivering. 

In addition, officials in More Homes Division regularly engage with the New Avenue Living Fund Manager for Places for People Capital. Performance Review meetings were held on 9 December 2021 and 7 February 2023 to discuss the delivery of over 1,000 homes for mid-market rent.

And on 20 September 2022, the Minister for Zero Carbon Buildings, Active Travel and Tenants’ Rights met with Places for People on the topic of Heat in Buildings.

The Scottish Government has no records of any meetings held with Athron Hill Development Company Limited since May 2021.

The Scottish Government has been cooperating fully with the Scottish Covid-19 Inquiry since it was established, and will continue to do so.
