Extensive work has already taken place to develop projections for the health and social care workforce, including engagement with stakeholders to understand different user needs, and actively including these in the specification for the Projections.

Early conclusions from the developing projections model indicate:

• Further workforce growth, from current record staffing levels in Health and Social Care, will be required between now and 2030, across the health and social care workforce, to successfully respond to known demographic trends within Scotland’s population.
• The relationship between service demand and workforce demand is heavily influenced by other factors including the development of new roles and the reform of existing job roles, alongside evolutions in service models, investment in technology and, artificial intelligence and new skills.

Projected workforce demand in the short-medium term will continue to be managed through a portfolio approach to operational workforce planning, in accordance with the framework set out in the National Health and Social Care Workforce Strategy.

Through this approach we continue to invest, at historically high levels, in the education and training of pre-registration healthcare professionals, continue to invest in widening access, apprenticeships, role diversification and role reform, and continue to invest in ethical and proportionate international recruitment of qualified health and care staff, to supplement domestic supply routes, in line with projected needs.

We aim to set out high level conclusions from projections in the coming months. Clearly, these projections are iterative and will respond to and change depending on emerging evidence and data.

We listened closely to small retailers in designing Scotland’s Deposit Return Scheme (DRS). Under the DRS Regulations, return-point operators including small retailers will be able to claim a reasonable handling fee from the DRS scheme administrator for each container returned. This fee must cover costs including the rental value of space used to collect or store scheme packaging and will ensure small retailers are not out of pocket for operating a return point.

Retailers will also be able to refuse returns where the quantity of material is disproportionately greater than the volume of containers they would usually sell as part of a single transaction.

We are confident that these protections will ensure that small retailers can successfully operate a return point.

The DRS Regulations also allow a retailer to apply to the Scottish Ministers for an exemption from the obligation to operate a return point should they meet certain criteria. On 3 November 2022 updated guidance was released which makes this process clearer, easier and quicker for retailers wishing to apply.

There is no set criteria on maximum travel time or distance. All retailers will be required to be a return point operator unless they are granted an exemption. The choice of whether to operate a reverse vending machine, or alternatively to operate a manual takeback service, is a commercial decision for individual retailers.

Scottish Ministers may grant an exemption from acting as a return point if they consider that there is an alternative return point located within reasonable proximity to the premises, and the operator of that return point has agreed to accept the return by consumers of items of scheme packaging on behalf of the retailer, and they consider that, if the exemption is granted, this will still provide consumers with reasonable access to a return point. The Scottish Government’s exemption application guidance states that a reasonably accessible distance is generally considered to be approximately 400 metres from an alternative return point.

Questions regarding day-to-day operational matters of Historic Environment Scotland, including the number of stone falls that have occurred at Historic Environment Scotland sites, are best answered by Historic Environment Scotland.

We are confident in local authorities’ ability to deliver unpaid work and other community orders but we recognise the huge impact which the pandemic had on justice social work and the ongoing efforts to ensure an effective and sustainable recovery.

We continue to work with key partners including Social Work Scotland, COSLA, and Community Justice Scotland to monitor recovery work, including measuring the level of outstanding unpaid work hours regularly and exploring any issues arising.

At present, management information indicates that the number of outstanding unpaid work hours across Scotland is close to pre-pandemic levels, at around 720,000 hours in November 2022 compared to around 690,000 hours in April 2020. Having some outstanding hours in the system is normal, as it takes time for individuals to undertake the unpaid work they have been sentenced to.

The ongoing recovery work is also supported through the draft budget for 2023-24, which maintains the additional funding of £15m provided in 2022-23 for justice social work services.

The Scottish Government is committed to investing in Changing Places Toilets over this parliamentary term, in order to increase the number of these facilities across the South Scotland Region and country and to support mobile Changing Places Toilets to allow people easier access to events and outdoor venues.

Funding for the construction of Changing Places Toilets has not yet been allocated. We are progressing the first phase of work in order to design an investment programme that ensures that the Changing Places Toilets which are built are fit for purpose. Further information about this fund will be available next year. The Advisory Council for Economic Transformation was established in July 2021 to help shape the 10 year National Strategy for Economic Transformation (NSET). The Council met 4 times in July 2021, August 2021, September 2021 and October 2021 ahead of the publication of the strategy in March 2022. In addition, a number of sub group meetings were held to help inform the strategy’s programmes and actions. Following its publication, the NSET Delivery Board was created to oversee the successful implementation of the strategy.

The Drinking Water Quality Regulator for Scotland publishes extensive information about drinking water quality in all regions across Scotland on its website, including but not limited to annual reports, water quality incidents and enforcement notices. This can be found at www.dwqr.scot .

Progressing work to enable the establishment of a US pre-clearance facility is primarily a commercial matter for Edinburgh Airport and would ultimately need to be approved by the relevant authorities in the United States.

The Scottish Government works closely with Scotland’s airports to help grow international connectivity, while not returning to previous levels of emissions. Direct connectivity between Scotland and the United States has improved significantly in recent years but there are other US routes where a direct link would be positive for Scottish businesses, the tourism sector and the economy as a whole. Pre-clearance would help ensure the ongoing success of established routes and encourage the development of new ones.

In July, I wrote to the then UK Secretary of State for the Home Office to invite the UK Government’s view on Edinburgh Airport’s ambition to establish pre-clearance for outbound flights to the US given the role they would need to play in the process. While the Minister for Safe and Legal Migration recognises that this is a commercial matter, I am pleased that the response from the UK Government indicates that the Home Office, together with the Department for Transport, would be keen to explore this matter further should there be a commercial decision to proceed. We also remain in close contact with Edinburgh Airport.

Biodiversity is at the heart of the Scottish Government’s Vision for Agriculture and our ambition to transform how we support farming and food production in Scotland.

Our aim is to develop a support framework that delivers climate mitigation and adaptation, nature restoration and high-quality food production.

In addition the Scottish Biodiversity Strategy to 2045 sets out a clear ambition for Scotland to be Nature Positive by 2030, and to have restored and regenerated biodiversity across the country by 2045. Work is underway to ensure agricultural policy aligns with these goals and the Scottish Biodiversity Strategy.
