I am advised by my officials in Transport Scotland that Network Rail is refining its proposed scope of works for the Aberdeen to Central Belt project, which will be considered by the Scottish Ministers in the new year.

The Scottish Government has published the National Carers Strategy today: https://www.gov.scot/isbn/9781805253037
The National Carers Strategy sets out actions on COVID-19 recovery, the cost crisis and improving carer support in a meaningful and sustainable way. The strategy focuses on carers and their needs, setting out how policies across the Scottish Government can work together with other public bodies to support carers as we recover from the pandemic and beyond.
The Scottish Government will deliver a statement to parliament in the new year, subject to the agreement of the Parliamentary Bureau.

To ask the Scottish Government whether it will update its interim greenhouse gas emissions targets in line with the latest advice from the Climate Change Committee, and, if so, whether it will seek advice on future target levels in order to avoid changes in estimation methodologies affecting the achievability of the targets.
Answer
The Scottish Government is considering the Climate Change Committee’s (CCC) latest advice on greenhouse gas emissions targets and will respond as soon as possible. Under the Climate Change (Scotland) Act 2009, the CCC’s advice on future target levels must be sought at least every five years to ensure they are still in line with, among other things, current international carbon reporting practice.

To ask the Scottish Government whether it has any plans to improve the wellbeing of junior doctors and, in turn, the safety of patients, by providing support to ensure consistent access to nutritious food at NHS workplaces.
Answer
We are working closely with NHS Boards to support a range of local initiatives designed to meet the basic and practical needs of junior doctors, and their teams. This includes access to quiet spaces to support health and wellbeing, the installation of lockers and further support to facilitate out of hours catering. The Scottish Government is determined to deliver the recommendations of the Expert Working Group’s report on junior doctor wellbeing and have begun introducing further improvements to working conditions. We are on track to meet the key recommendation of limiting consecutive days of long shifts, with 99% compliance achieved in August 2022.

To ask the Scottish Government how many households have been estimated to be in energy debt in each year since 1999.
Answer
Energy debt is a matter reserved to the UK Government, so the Scottish Government does not hold this information. I suggest contacting Ofgem in the first instance.
Scottish Government analysts have estimated that the UK Government’s current price cap (Energy Price Guarantee) of £2,500 puts 860,000 (34%) of households in Scotland in fuel poverty and 600,000 (24%) in extreme fuel poverty. In line with the Energy Price Guarantee rising by £500 from April 2023, we estimate that there will be around 980,000 fuel poor households in total (39%) and 860,000 in extreme fuel poverty (34%).

To ask the Scottish Government how much it will cost to create the NHS Scotland medical equipment management system.
Answer
The NHS Scotland National Medical Equipment Management System (NMEMS), which aims to provide national oversight and visibility of medical equipment in NHS Boards, is being delivered in 2 phases.
Phase 1, commenced in October 2022 and has a provisional completion date of Spring 2023, has cost £28,000 to date which includes licences, data migration costs and post implementation support.
Costs for Phase 2 are currently being scoped and are expected to be finalised in early 2023.

To ask the Scottish Government whether it will provide an update on what steps it is taking to promote locally-sourced, organic food for school meals throughout Scotland.
Answer
All local authorities are under a statutory duty to have regard to any guidance, such as ‘Better Eating, Better Learning’, issued by Scottish Ministers on the application of the principles of sustainable development when providing food or drink or catering services in schools. Local authorities, supported by Scotland Excel, remain committed to using local and sustainable produce in school catering wherever possible. It is up to each local authority to decide what produce, including organic, to use in their catering services, taking into account local needs, priorities and circumstances.

To ask the Scottish Government how many bed days were lost due to delayed discharge for each hospital in the NHS Highland area, in each year since 2017-18.
Answer
The following table shows the number of bed days occupied by people delayed in their discharge in hospitals in NHS Highland for all delay reasons over the period April 2017 to March 2022 by financial year. The hospital of delay represents the location of delay as recorded at the monthly data submission date to which all bed days within the month are assigned. The figures for 2020-21 and
2021-22 will have been impacted by the measures put in place to respond to COVID-19.

As of 15 December 2022 there are:
a) i) 6.25 whole time equivalent civil servants in the alcohol harm prevention team
ii) 3.25 whole time equivalent civil servants in the alcohol treatment team
b) 44.9 whole time equivalent civil servants in the drugs division
