I have not received any correspondence from the National Farmers Union for Scotland on this matter.

The Scottish Government has undertaken reports on the economic condition of crofting, and the measures to support crofting in Scotland. The latest of these was published on Tuesday 20 December 2022, https://www.gov.scot/publications/economic-condition-crofting-2019-2022/ .

The importance of farming and crofting to our rural and island areas is fully appreciated by the Scottish Government.

I am aware that the NFU have raised an issue in relation to agricultural vehicles and CalMac’s systems. I am more than happy to meet with the NFU to discuss their concerns and to ensure systems are improved to support agricultural traffic when using the CalMac fleet, however I note I am yet to receive any formal representation from the NFU on this matter.

During 2022 and in line with Schedule 17 of the Ticketing and Settlement Agreement, ScotRail undertook a review and consultation of ticket office opening hours. The aim of the review was to establish whether adaptions/changes should be made to reflect changes in travel patterns and ticket purchasing preferences and to reduce ticketless travel.

This work was put on hold until key industrial disputes at ScotRail were resolved. As this has now happened, the Scottish Government is considering the results of the consultation exercise, including any impacts on passenger safety and the needs of passengers with mobility or accessibility needs. The results of this consideration will be announced in due course however it has already been confirmed that there are no proposals for ticket office closures.

During 2022 and in line with Schedule 17 of the Ticketing and Settlement Agreement, ScotRail undertook a review and consultation of ticket office opening hours and I am currently awaiting advice from my officials at Transport Scotland on this matter.

My officials are currently considering additional island based, non-conflicted potential members with infrastructure investment experience and have asked local authority partners to put forward names for consideration by 18 January.

Responsibility for delivering the National Induction Framework for new entrants to social care resides with the Scottish Social Services Council (SSSC) and NHS Education Scotland (NES).

As part of Scottish Government’s Programme for Government 2021-22, the Scottish Social Services Council (SSSC) and NHS Education Scotland (NES) worked in collaboration with Scottish Government and key partners, to develop a national induction framework for new entrants to Adult Social Care. This resource provides tools to help employers and workers identify induction learning needs. It also includes relevant guidance and learning resources that complement workers’ existing skills and the mandatory learning delivered by the employer. It also supports workers moving between employers or undertaking different roles.

The National Induction framework was launched on the 1st of February 2022, and materials are available via the SSSC website: Work is ongoing to further develop materials to ensure the framework offers a robust and supportive induction for all social care staff.

The infection prevention and control component of the national induction framework contains specific links to the Scottish IPC Education Pathway which is aligned to the National IPC Manual for Scotland .

Another resource updated in 2022, following consultation with social care stakeholders, is the NES Preventing Infection in Social Care Settings pocket book. The SSSC is currently working with the Digital Health Institute and other partners, including NES, to develop a mobile friendly IPC practice support app for social care workers based on the IPC pocketbook. The final application will be completed by Spring 2023, with content work already completed and user testing planned prior to launch.

The national adult social care recruitment campaign, There’s More to Care Than Caring, ran from 8 November 2021 to 2 January 2022 and included digital, press, out of home and radio advertising, supported by virtual workshops, partnerships and public relations activity.

The campaign was evaluated by an independent research agency and results showed 48 per cent awareness of the campaign amongst the overall target audience, exceeding the campaign target of 40 per cent.

This awareness converted into action with 11 per cent of those who had seen or heard of the campaign saying they had applied for or got a job in adult social care as a result. In addition almost 39,500 visited the Care to Care website during the campaign period.

The campaign this year is due to run from 23 January 2023 to 5 March 2023 and will include out of home, radio and digital advertising, as well as a partnership with STV, supported by field, partnership and public relations activity.

The Scottish Fiscal Commission is the independent fiscal institution for Scotland, with a statutory duty to provide the independent and official forecasts of the Scottish economy, devolved taxes and devolved social security spending.

Forecasts for the Land and Buildings Transaction Tax Additional Dwelling Supplement for the period to 2027-28 are set out in Scotland’s Economic and Fiscal Forecasts, published on 15 December 2022. A breakdown of the forecasts related to local authorities, registered social landlords or any other type of organisation is not available.

The call for evidence and views on the LBTT Additional Dwelling Supplement sought views on the case for extending the relief available to local authorities where properties are purchased for affordable housing purposes. The Scottish Government will publish its response to the call for evidence and views early this year and launch a consultation on draft legislation.

Regardless of weather conditions, Winter Heating Payment will provide a stable, reliable payment of £50 to around 415,000 eligible people on low-incomes and provide a valuable contribution towards their heating expenses during the winter months. Recognising the difficulties being faced by many due to the increased cost of living, we have made the decision to increase the payment value for 2023-24 by 10.1% to £55.05.

Separately, in response to the energy crisis we have doubled the Fuel Insecurity Fund to £20 million to ensure additional support continues to be available to people affected by the rising energy costs and struggling with their bills this winter. A further £20 million has been committed for the Fuel Insecurity Fund in 2023-24. We have also delivered Child Winter Heating Assistance, a benefit only available in Scotland, which is intended to help mitigate the additional heating costs that the households of the most severely disabled children and young people face in the winter months. For 2022-23, we have increased Child Winter Heating Assistance by 6%, to £214.10, and will further increase the payment for 2023-24 by 10.1%, to £235.70.

Setting VAT rates is reserved to the UK Government, and remains a decision for HM Treasury. This issue affects heritage properties across all four nations of the UK and provides an opportunity for the UK Government to respond proactively to the global climate emergency. I wrote to Nigel Huddlestone MP, Parliamentary Under-Secretary of State for Sport, Tourism, Heritage and Civil Society, in February last year making the case for a VAT reduction to encourage and promote energy efficiency improvements in traditional buildings, unfortunately the UK Government has not indicated any willingness to consider the issue at this time.

The Scottish Government has already recognised in its housing strategy, Housing to 2040 , that reductions in VAT on household repairs would encourage home renovation in Scotland, and better equip homes for the challenges posed by climate change and the transition to net zero.

The Historic Environment Scotland publication, Guide to Energy Retrofit of Traditional Buildings addresses the common assumption that it is harder to improve the energy efficiency of older buildings, and enables the owners of traditional and historic properties in Scotland to make informed choices about the options available.

The Scottish Government will continue to call on the UK Government to introduce VAT reductions for traditional buildings and to work with stakeholders, including Historic Environment Scotland, to develop further solutions to transition Scotland’s historic buildings to net zero emissions while respecting and preserving their special characteristics.

Commencement of Sections 10 to 40 of the Abusive Behaviour and Sexual Harm (Scotland) Act 2016 will allow Sexual Harm Prevention Orders to be made in Scotland. Commencement of these provisions has been coordinated with the UK Government in order that we can commence the necessary provisions at the same time, to allow UK wide recognition of these orders. These provisions are expected to be commenced in the early part of this year.
