The Scottish Government has been clear that we have no plans to introduce a three-mile fishing limit around the coast of Scotland.

Such blanket spatial restrictions are not consistent with an evidence-based approach, do not embrace the benefits of new technology and are inconsistent with the nuanced approach outlined in our 2020-2030 Fisheries Management Strategy.

(a) Transport Scotland received the following number of applications for the Mode Shift Revenue Support scheme since 2018:

2018-19 2 applications for support in Scotland and contributed to 6 cross border flows.

2019-20 2 applications for support in Scotland and contributed to 5 cross border flows.

2020-21 2 applications for support in Scotland and contributed to 5 cross border flows.

2021-22 2 applications for support in Scotland and contributed to 6 cross border flows.

2022-23 2 applications for support in Scotland and contributed to 7 cross border flows.

(b) Transport Scotland received the following number of applications for the Freight Facilities Grant scheme since 2018:

The Unsuitable Accommodation Order was extended to all households in May 2020 to ensure all homeless households are provided with the highest quality accommodation to support them out of homelessness.

This means that the maximum number of days that local authorities can use unsuitable accommodation for any homeless person is seven days and has the effect of ending stays in unsuitable accommodation, such as hotels, apart from in emergency situations.

Any household placed in unsuitable accommodation for longer than seven days should be recorded as a breach.

The Scottish Housing Regulator is obliged to monitor and assess local authority compliance with the Unsuitable Accommodation Order (UAO) and, if any UAO breaches are reported, will intervene as appropriate.

NHS Boards are each distinct Scottish public authorities for the purposes of FOI legislation and each one is responsible for its own compliance with its statutory obligations under the Freedom of Information (Scotland) Act 2002.

The Section 60 Code of Practice, produced by the Scottish Ministers, provides guidance for all Scottish public authorities on discharging their functions under the legislation. Additionally, as the independent public official responsible for promoting and enforcing FOI law, the Scottish Information Commissioner encourages Scottish public authorities to develop good FOI practice, providing guidance and support materials on his website: https://www.itspublicknowledge.info/law-and-guidance .

The Scottish Government continues to meet with Advice Direct Scotland on a regular basis. The purpose of these meetings are to discuss the key issues affecting Scottish consumers and agree how we can work together to ensure we are delivering support and advice to as many people who need it as possible.

The Scottish Government recognises that overstay fees have a role to play in ensuring the public charging network is used efficiently and that bays are not occupied by a single user, and therefore unavailable to others, for extended periods of time.

Responsibility for setting tariffs and overstay charges lies with charge point owners. A shift towards a public charging network largely financed and operated by the commercial sector is necessary to grow the network at pace and improve the customer experience overall. To support that, it’s vital that the public charging network has tariffs and fees which are fair, sustainable and which enable the growth and maintenance of the network. There are 680 public charge points out of 2475 on the ChargePlace Scotland network where an overstay fee applies.

Evidence over the last 6 months shows a continued growth in usage across the ChargePlace Scotland network with increases of approximately 25% in new driver account registrations, 8% in charge sessions and 13% increase in Kwh being drawn. Statistics published by the Committee on Climate Change in 2022 highlight that the share of total new car sales in Scotland which are electric rose from approximately 8% in 2020 to 12% in 2021.

Consistent with Scotland’s Framework for Tax we are consulting and engaging to help inform the development of the Scottish Aggregates Levy Bill.

This process began with a public consultation conducted last autumn, complemented by engagement with stakeholders. Taking account of feedback, it was concluded that more work was needed to ensure that decisions on Bill provisions are based on optimal evidence.

In January 2023, the decision was taken to establish an advisory group to assist this process. The group is designed with a broad mix of expertise and perspectives and is chaired by a senior Scottish Government official.

The group has already met twice and expects to hold its next meeting on 19 April. Through constructive and informed discussions, it is providing valuable insights to help refine policy positions and, in turn, Bill provisions. Summaries of its work will be published on the Scottish Government website in due course.

The Scottish Government appreciates the contribution of all members of the group, which will likely have a further role to play as the Bill progresses.

The Scottish Government supports transparency and responds positively to suggestions for the inclusion of information in the range of reports that the Scottish Government produces. Since the publication of the Scottish Government Consolidated Accounts 2021-22 and the related audit reporting, the Scottish Government has updated the reporting on the financial position in the recent Finance Update and Spring Budget Revision, will shortly lay in Parliament the Final Outturn report for 2021-22, which will update the outturn reporting from the Provisional Outturn statement and in the suite of annual accounts and will continue to engage with Audit Scotland on how transparency can be further improved in the next round of financial reporting. The approach to performance reporting is developing; Audit Scotland reported in its Annual Audit Report on the 2021-22 Scottish Government’s Consolidated Accounts that improvements had been made in 2021-22 to the performance report in the Consolidated Accounts. The Scottish Government is committed to build on those improvements in 2022-23 and we will continue to enhance our approach across the organisation, with a particular focus on outcomes.

The Scottish Government meets with the Scotch Whisky Association (SWA) regularly to discuss a range of topics, including decarbonisation matters.

The Scottish Government Industrial Decarbonisation Team is due to meet the SWA by mid April 2023 to discuss their implementation of the NetZero/Sustainability Strategy and opportunities for decarbonisation by fuel switching or shifting to more energy-efficient technologies.

The Scottish Government recognises the role that the Scotch Whisky industry has in moving towards net zero and welcomes the work carried out by the sector in this area.

The annual local government finance settlement consists of both revenue and capital grants and local authorities also receive additional ring-fenced funding outside the annual settlement.

In 2022-23 the General Revenue Grant funding within the annual local government finance settlement was paid in equal instalments every Wednesday throughout the year with the General Capital Grant payments being made monthly, in or around the middle of each month. All other ring-fenced funds are paid as and when required throughout the financial year.
