The Scottish Government have hosted a number of stakeholder meetings to explore options to help facilitate a growth of shipping traffic and cargo across ports in Scotland.

Scottish Government Trade and Transport Scotland officials are working closely with industry to identify barriers and unlock opportunities to increase volumes of exports leaving Scottish ports and airports. We have also analysed export data on routes which key Scottish exports take to market, and the underlying drivers of these route choices. We are continuing to explore how to support trade including ensuring that Scotland’s transport network is able to accommodate our export growth ambitions.

The Parking Standards Guidance document relating to the enforcement of the new parking prohibitions contained in the Transport (Scotland) Act 2019 is being developed in consultation with local authorities through the Parking Standards Stakeholder Working Group and will be issued to local authorities at the same time as the Enforcement Regulations come into force. This is expected to be in December 2023.

The Scottish Government commissioned The Scottish Health Technologies Group (SHTG) to adapt the National Institute for Clinical Excellence (NICE) diagnostics guidance, to inform a Scotland-specific approach on placental growth factor (PlGF) based testing which was published on Thursday 23 March 2023. The report highlights the potential benefits to pregnant women and their families and demonstrates the cost-effectiveness of testing.

On the day of the SHTG report’s publication, the Scottish Government wrote to NHS Boards asking all NHS Boards in Scotland to take note of the SHTG Recommendations and work to ensure that all pregnant women who need PlGF testing are able to access it as part of their routine maternity care. My officials will continue to work with The Scottish Perinatal Network as it takes forward its work to support NHS Boards in implementing PlGF testing locally.

Transport Scotland provides an annual subsidy through the Network Support Grant (NSG) to the bus industry, the aim of which is to keep fares more affordable and support bus operators to run services that might not otherwise be commercially viable.

Transport Scotland are supporting more services to be commercially viable with extra funding for a marketing campaign from Scottish Government, to encourage people back to bus. Scotland also encourages bus use with the most generous concessionary scheme in the UK, with over 2.3 million people, including everyone under 22 and over 60, and disabled people and companions, eligible for free bus travel. This complements our broad package of long-term investment in bus, including addressing congestion through bus priority infrastructure.

Transport Scotland’s trunk road maintenance budget is not allocated on a route or part-route basis. It is distributed based upon need and prioritisation of schemes developed from regular inspections and condition surveys.

For financial year 2023-24, the current programmes identify a maintenance investment total of £5.22M for the A9 between Inverness and Scrabster, for schemes delivered through our North West Network Management Contract . Programmes across the contract will remain under review depending on new or emerging pressures.

The schemes include investment in Active Travel measures, road and bridge maintenance, road safety schemes and works to improve network resilience under emerging climate challenges (e.g. earthworks, larger drainage schemes)

This is in addition to ‘core operations’ (e.g. weekly inspections, incident response, winter treatments) which the contractor delivers across the whole of the North West unit throughout the life of the contract. These are paid through a tendered monthly rate that cannot be disaggregated for specific locations or extents.

Spend on our trunk road improvement projects is managed within the Capital Land and Works allocation of £121.9 million as part of the Motorway and Trunk Roads Spending Plans set out in the Scottish Budget: 2023-24. This covers preparation and delivery of a range of projects and programmes including A9 Dualling Perth to Inverness, the A83 Rest and Be Thankful medium and long options and improvements to the A96 corridor as well as a number of other projects and programmes. Spend on each individual project is managed with the Capital Land and Works allocation budget line which reflects the scope of work anticipated to be taken forward within the financial year.

£4,346 was allocated during 2022-2023 to NHS Health Boards for the provision of small hot food appliances for all doctors in training. Health Boards were invited to liaise with their local British Medical Association representative with regards to the number required and location of appliances.

I can confirm that the Scottish Government regularly engage with Liberty Steel Group Holdings UK Ltd regarding their operations.

We are aware that last year there were instances of break-ins occurring at the Clydebridge site which were reported to the police and continue to be under investigation. Following this Liberty Steel Group put new security arrangements in place which have prevented subsequent attempts to break into the premises.

I understand that Liberty Steel Group are also undertaking work to remove graffiti from the outside of the building and are maintaining an open dialogue with Police Scotland regarding the security of the site.
