The Scottish Government continues to support language learning in schools. We are maintaining grant funding to key delivery partners, such as Scotland’s National Centre for Languages, to support schools and local authorities to deliver high-quality language learning.

Local authority funding in support of implementing the 1+2 approach was originally planned to cease after 2020-21. However, it was extended for a further two years in recognition of the impact of the Covid-19 pandemic. This was provided to help local authorities consolidate their progress and prepare strategies to ensure language learning continues to be a normal part of the curriculum.

The implementation of the 1+2 approach has led to language learning from P1 to S3 becoming a normalised part of the Broad General Education. Our surveys of local authorities show that 98% of primary schools and 100% of secondary schools now report offering language learning within the terms of the policy.

The Deposit Return Scheme consumer campaign, which will be led by Circularity Scotland Ltd, has yet to begin. It will commence in the run up to the scheme’s launch next year to ensure consumers are aware of the launch date and how the scheme will work.

The Scottish Government’s heat and energy efficiency schemes are not designed to act as an emergency response for households who have experienced a sudden failure in their heating system.

Support is available through Scottish Government schemes for households who want to make the move to zero direct emission heating systems, including through the Home Energy Scotland (HES) Grant and Loan Scheme and the Warmer Homes Scotland (WHS) Scheme.

The HES Grant and Loan Scheme offers homeowners grant funding of up to £7,500, with an additional £7,500 of funding available as an interest free loan to support the installation of zero direct emissions heating. The scheme is delivered through a consumer-led model where funding is applied for by the household directly, who in turn is responsible for sourcing an approved installer and paying funding to them once works are complete.

The WHS Scheme is the Scottish Government’s national fuel poverty scheme, designed to make homes warmer for those living in, or at risk of, fuel poverty through the installation of insulation and heating measures into individual properties. The scheme does not provide funding directly to applicants, but is claimed directly by the managing agent after the installation of measures. Measures are entirely grant funded in the majority of cases.

The Scottish Fire and Rescue Service (SFRS) 2021-2022 Incident Statistics outline that the total number of fatal casualties from fires in dwellings during 2021-2022 was 30. As further information may yet come to light, for example from coroners reports, this figure is subject to change.

There are no plans to review the definition of long-term vacant with regard to the Vacant and Derelict Land Investment Programme (VDLIP).

Each application received will be assessed by the Independent Investment Panel. Projects concerning sites that have been vacant and derelict for fewer than 15 years are not ineligible.

15 years registered does provide a marker for a significant length of time that indicates market forces alone will not be likely to bring the site back into use. However where a site has potential to become long term vacant and derelict, a project proposal may be able to justify bringing forward investment to unblock its reuse.

This information is not available centrally as expenditure is not classified by the Scottish Government in the manner requested and financial support for third sector and charitable organisations is provided by various sources.

Zero Waste Scotland seeks to raise awareness of the benefits of responsible consumption by promoting the benefits of reuse. This is regularly done through communications campaigns promoting the Revolve programme, actions such as Pass It On Week and European Week for Waste Reduction, and encouraging individuals to reuse items and choose second-hand. Its recent carbon metric publication highlighted the impact of textiles waste.

Zero Waste Scotland is working to support businesses in understanding the benefits of circular business models which support the waste hierarchy, including hosting an upcoming textiles specific webinar.

In response to question (a) There were a total of 44 deaths in SPS custody during 2022.

In response to question (b) There have been a total of 4 deaths in SPS custody during the first quarter of 2023.

The SPS publishes information regarding all deaths in our custody in calendar years on the SPS website. This information is updated on a quarterly basis and can be accessed using the following link: Prisoner Deaths (sps.gov.uk) .

The next quarterly update will be published on the SPS website in April 2023 which will provide information on deaths in custody up to and including 31 March 202

Colleges operate independently of government, it is for them to decide on the shape of their curriculum, taking into account the needs of the region and communities they serve.

In terms of the delivery of national courses (such as national 5s, Highers and Advanced Highers), schools select topics from the relevant SQA units. Within the context of a history course framework, schools may opt to include topics that examine Scotland's role in the British Empire or the Atlantic Slave Trade.
