To ask the Scottish Government what steps it has taken to ensure that expertise in criminal law is represented among those appointed as Scottish Law Commissioners.
Answer
When a Commissioner vacancy arises at the Scottish Law Commission, the skills and experience sought will be informed by the skills and experience needed to deliver their Programme of Law Reform. The Programme of Law Reform is the subject of extensive consultation by the Scottish Law Commission and is agreed by the Scottish Ministers and laid in the Scottish Parliament. The current Programme of Law Reform includes the law of homicide and a Report on Homicide was published at the end of 2025.
Commissioner appointments are regulated by the Ethical Standards Commissioner who ensures that appointments are made on merit and reflect the diversity of Scottish society.

To ask the Scottish Government, in light of the decision to move responsibility for energy consent decisions from the Cabinet Secretary of Climate Action and Energy to the Minister for Public Finance, and the minister's subsequent comment reported in the Scottish Daily Express on 10 January 2026 that he is “the Minister with responsibility for planning and Gillian Martin sensibly proposed that if I was also to take on responsibility for these decisions that this would enable her to more readily engage with communities in a manner that she would otherwise be precluded from doing”, whether it will confirm when the conversation where this proposal was made took place; who was present and whether (a) a formal or (b) an informal minute was taken and, if so, by what date this minute will be published.
Answer
The decision to reallocate ministerial responsibility for determining consents was taken on 18 December 2025 by the First Minister. The allocation of ministerial portfolios and responsibilities is a matter for the First Minister and does not follow set criteria.

To ask the Scottish Government how many people have undergone surgery for varicose veins under the NHS, broken down by (a) NHS board and (b) sex, in each of the last five years.
Answer
This information is not held at sub-specialty level. Public Health Scotland uses the national waiting times datamart to track inpatient, day-case and new outpatient waits. While the system identifies the treatment specialty, planned procedure data is often incomplete or unreliable, and the actual procedure performed isn’t recorded and as such PHS cannot report waiting times for specific procedures.

To ask the Scottish Government, in light of the Audit Scotland report, Delayed discharges: A symptom of the challenges facing health and social care, which was published on 8 January 2026, what action it is taking to expedite plans for, and the delivery of, the MyCare Scotland App, and associated digital innovations.
Answer
While 97% of discharges occur without delay, further action is needed. Local systems are working to improve patient flow, supported by over £220 million of national investment, including winter funding to increase social care capacity.
The national rollout of MyCare.scot will be accelerated from April 2026. Over time, MyCare will give people in the health and social care settings secure access to key health and care information and should help to improve communication and support discharge planning.
